About The Position

This position is responsible for administering the CAMA Land Use Planning Program within an assigned district and providing technical assistance to coastal counties and municipalities. The role ensures that local governments comply with the land use planning requirements of North Carolina’s Coastal Management Program and the administrative rules of the Coastal Resources Commission (CRC), while also offering guidance on a range of coastal planning issues. The position also manages the Public Beach and Coastal Waterfront Access Program and the Boating Infrastructure Grant (BIG) Program for the assigned district, including grant administration, project monitoring, and contract oversight. The employee works closely with local officials and project sponsors to support effective planning, maintain program compliance, and advance public access and coastal infrastructure initiatives.

Requirements

• Master's degree in city and regional planning from an appropriately accredited institution; or Bachelor’s degree in engineering, political science, geography, economics, or related field from an appropriately accredited institution and successful completion of a formal in-service training program in community planning; or an equivalent combination of education and experience.

Responsibilities

• Administer the Coastal Area Management Act (CAMA) Land Use Planning Program within their assigned district and provide technical assistance to coastal counties and municipalities, ensuring compliance with Coastal Resources Commission (CRC) planning rules and state legislation.
• Coordinate with the Resilient Coastal Communities Program (RCCP) on the integration of resiliency into CAMA land use planning.
• Administer the Public Beach and Coastal Waterfront Access Program in their assigned district, including grant administration, project monitoring, and contract oversight.
• Administer the Boating Infrastructure Grant (BIG) Program in their assigned district in coordination with local governments, marinas, and the U.S. Fish & Wildlife Service.
• Serve as a liaison among local, state, and federal officials, providing guidance on planning, public access, and infrastructure issues.
• Represent the Division at meetings, workshops, and public forums, and provide expertise on coastal planning, access, and boating infrastructure initiatives.
