This role requires a versatile professional with a strong blend of technical acumen, analytical thinking, and stakeholder engagement skills to support and optimize the State of Montana’s Human Resources Information Systems (HRIS) Cloud Services. The position centers on leveraging cloud-based platforms such as Oracle Taleo, Oracle Talent Management Cloud, Oracle Learning Management Cloud, and Oracle Service Cloud to enhance HR operations across state agencies by performing the following duties: Analysis & Process Optimization Document and map current business processes, data flows, and system interactions to establish a clear understanding of existing workflows. Apply critical thinking and analytical skills to assess business needs and translate them into system requirements. Perform gap analysis comparing current system capabilities to desired future state, highlighting gaps between business needs and technical capabilities to determine best solution and implementation strategy. System Configurations & Testing Perform system configurations to add new features, support new workflows, or improve performance to support business requirements. Define test strategies and plans for new configurations, enhancements, and integrations, including scope, types of tests, and success criteria. Execute test strategies in collaboration with technical and non-technical users to validate solutions and ensure systems work as designed and align with business goals. Maintenance & Monitoring Diagnose and resolve system issues, perform root-cause analysis, and coordinate resolution activities to restore normal operations. Conduct end-to-end system analysis and testing to identify inefficiencies, recommend improvements, and assess the impact of system upgrades or modifications. Track recurring incidents and trends to identify underlying systemic issues. Documentation and Knowledge Transfer Develop and maintain internal technical documentation and configuration records to retain organizational knowledge. Document standard operating procedures and incident response steps so processes are repeatable. Prepare or assist in the creation of training material that explain how to use systems and follow new workflows.

Requirements

  • Demonstrated critical thinking and analytical skill to assess business needs, translate them into system requirements, and perform system configurations to deliver effective business solutions.
  • Ability to learn and understand general system components, data flows, and basic integrations to analyze impacts, workflows, and support cross-functional collaboration.
  • Skilled at conducting gap and root-cause analysis and successfully communicating results to technical and non-technical audiences.
  • Experienced defining and executing test strategies for configurations that provide business solutions including creating and documenting standard operating procedures and/or incident response steps that are clear and repeatable.
  • Demonstrate ownership, accountability, and sound judgment in decision making while consistently delivering high-quality, timely results amid competing priorities.
  • Proven ability taking initiative as a self-starter by actively leveraging available resources and continual learning.
