RCS is seeking a Cloud FinOps Advisor join our dynamic team supporting the U.S. Intelligence Community's multi-cloud transformation. In this pivotal role, you will champion cloud financial management best practices, enabling clients to optimize cloud spend, enhance transparency, and maximize value. Your expertise will bridge technical and financial domains, advising stakeholders on strategies for efficient cloud usage, budgeting, cost allocation, and government compliance. This position requires the candidate to meet specific Security Clearance obligations to work onsite in Herndon, VA. Relocation assistance is not available.

Requirements

  • Clearance: Active TS/SCI clearance with Full Scope Polygraph
  • Bachelors Degree in Finance, Accounting, STEM, Business Administration, or a related field.
  • Familiarity with cloud computing concepts, architectures, and leading providers (AWS, Azure, GCP, etc.).
  • Experience analyzing cloud cost and usage reports, billing data, and pricing calculators.
  • Excellent communication skills for presenting complex financial and technical information to diverse audiences.
  • At least 5 years of relevant experience.

Nice To Haves

  • COTR or Government Contract Review experience is a huge plus.
  • Demonstrated knowledge of cloud financial management (FinOps) practices.
  • Experience supporting U.S. Federal Government or Intelligence Community clients, particularly in financial, budgetary, or procurement roles.
  • Direct experience with FinOps tools/platforms (e.g., CloudTracker, CloudHealth, Cloudability, AWS Cost Explorer, Azure Cost Management).
  • Certifications in FinOps, AWS Cloud Financial Management, or related disciplines.
  • Experience implementing or supporting internal chargeback/showback models in a government context.
  • Strong problem-solving skills

Responsibilities

  • Build and maintain collaborative relationships with stakeholders, including finance, procurement, and technical teams.
  • Analyze cloud service provider cost and usage reporting (AWS, Azure, GCP, etc.) to identify trends, savings opportunities, and anomalies.
  • Develop and present actionable insights on cloud cost optimization, budget forecasting, resource allocation, and cloud spend efficiency.
  • Guide clients on cloud financial governance structures in compliance with Federal regulations and government accounting standards.
  • Advise on and implement best practices for tagging, chargeback, and showback models to allocate costs fairly across business units or projects.
  • Educate Government stakeholders in both technical and non-technical roles on key cloud financial concepts and cost drivers.
  • Produce clear documentation and reporting for leadership, including cost allocation, budget variance, and forecasting dashboards or summaries.
  • Partner with acquisition, vendor management, and provisioning teams to enhance financial visibility and accountability for cloud usage.
  • Track developments in cloud pricing, FinOps tools/practices, and government-wide initiatives to inform continuous improvement.
