About The Position

The Cloud Database Architect plays a critical role in defining and executing the agency's enterprise data strategy. This position designs, implements, and optimizes secure, scalable, and high-performing database solutions across on-premises and modern cloud platforms. The Architect partners with technical teams and business stakeholders to modernize legacy systems, lead migrations to cloud-native solutions, and ensure enterprise data platforms enable business objectives, analytics, and decision-making.

Requirements

  • Graduation from a college or university with a Bachelor of Science (BS) or Bachelor of Administration (BA) in Computer Science, Information Systems, or a related field is preferred.
  • Minimum 12 years of experience in enterprise database environments, including on-premises and cloud-based platforms.
  • At least 4 years of experience in a formal database architect role, including solution design, integration, and optimization.

Nice To Haves

  • Knowledge of data governance, privacy, and security compliance (HIPAA, FERPA, CJIS, or equivalent standards).
  • Knowledge of NoSQL and distributed databases (e.g., MongoDB, Cassandra, Cosmos DB).
  • Knowledge of DevOps/DataOps practices, CI/CD for databases, and Infrastructure as Code (Terraform, CloudFormation).
  • Knowledge of AI/ML data pipelines or advanced analytics integration.
  • Hands-on skills with enterprise relational database systems (e.g., Oracle, SQL Server, PostgreSQL, MySQL) and cloud-native databases (e.g., AWS RDS, Azure SQL, Google Cloud SQL/BigQuery).
  • Strong skills in data modeling (conceptual, logical, and physical), ER diagrams, and schema design.
  • Skilled in database performance tuning, query optimization, partitioning, indexing, and scalability design.
  • Skilled with backup/recovery, high availability, clustering, and disaster recovery strategies.
  • Strong project leadership, communication, and collaboration skills with both technical and non-technical stakeholders.

Responsibilities

  • Leads enterprise data architecture initiatives that directly support CTO strategic projects, including defining, designing, and delivering hybrid database solutions.
  • Oversees studies, develops roadmaps, and provides recommendations for database modernization, migration, and optimization.
  • Leads complex database projects involving collaboration with agency systems, external vendors, and cloud service providers.
  • Designs and implements data architectures that are scalable, secure, and compliant with regulatory requirements.
  • Establishes and enforces robust database governance and develops standards and best practices.
  • Designs, implements, and administers databases across various environments, including cloud platforms.
  • Implements solutions for data replication, disaster recovery, backup, monitoring, and high availability.
  • Leads solution implementations focusing on query optimization, schema refactoring, migration planning, and troubleshooting.
  • Evaluates the current state of the agency's enterprise database systems and recommends strategies to address gaps.
  • Mentors and trains staff on various database platforms, cloud services, and integrating analytics solutions.
  • Performs other responsibilities as needed to advance the agency's enterprise data modernization strategy.
