About The Position

The Clinical Value Manager will be responsible across all of Independence Health System and their affiliates for aligning with our strategic GPO preferred contracts, negotiating best pricing terms and all other components of tactical contracts while collaborating with Perioperative leadership, Supply Chain Management team members, major vendors and business partners. The Clinical Value Manager will perform procurement assignments of a complex nature, requiring substantial experience in assigned categories/commodities primarily in clinical areas using appropriate procurement policies and procedures. The Clinical Value Manager is responsible for strategically reducing acquisition costs within a defined category of hospital spend and for serving as a primary procurement point of contact to clinical departments/staff as assigned. The Clinical Value Manager is responsible for reducing costs through alignment with our strategic partnerships and purchasing coalition and appropriately collaborating with the assigned clinical staff that will be utilizing the chosen products. The Clinical Value Manager will be able to effectively navigate the cost/value proposition and translate this information to clinical staff on product benefits, both financial and product quality. The Clinical Value Manager shall conduct supplier negotiations, cost modeling, including the use of spend analytic software, and possess the ability to sell cost reduction proposals.

Requirements

  • Bachelor’s degree in nursing or higher level of nursing education.
  • Prior OR and/or clinical operations experience.
  • Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment, and knowledge of legal aspects and liability of nursing practice.
  • Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience.
  • Advanced in Microsoft Office applications, including Outlook and Excel.
  • Current licensure to practice as a Registered Nurse in the State of Pennsylvania required.
  • Act 34-PA Criminal Record Check from the PA State Police system

Nice To Haves

  • Clinical Degree and/or associated clinical work experience preferred.
  • One (1) to three (3) years of experience working in a supply chain or equivalent capacity with proven success in reducing cost while maintaining service and quality standards.
  • Certified Purchasing Manager (CPM) preferred.

Responsibilities

  • Primary liaison between Clinical Department Leadership and the overall organizations business objectives associated with cost reduction, supply chain logistics, and associated strategic interests.
  • Negotiate the most favorable contract terms and conditions as well as best available prices, from vendors for all purchases and services, which may require the sourcing, bidding, negotiating and awarding of major commodity and capital contracts for a wide array of both clinical and non-clinical products and/or services.
  • Effectively analyze GPO available contracts for the opportunity to improve cost positions while working within a cross functional value analysis team to also consider clinical quality and outcomes.
  • Review, interpret, edit and execute all contract documents to include but not limited to, legal terminology of the terms and conditions along with proposals and quotes.
  • Source, research and develop competitive proposals from both approved and potential vendors, and attempt where possible to standardize equipment, furnishings and products.
  • Maintain close working relationship with GPO affiliates to ensure best pricing is obtained.
  • Execute within the guidelines of the capital purchasing process for Independence Health System, the authority to sign and execute purchase orders, statements of work, contracts and agreements, which includes developing and issuing RFI, RFP and RFQs, bid analysis, placing orders, expediting deliveries and coordination of material installation with hospital departments, contractors, and vendors.
  • Ensure that the procurement process is completed in an accurate, timely manner.
  • Oversee vendor selection for all supply chain needs.
  • Facilitate the Value Analysis Team Meetings and effectively collaborate with Clinical Leaderships to make the best product value decisions together.
  • Consult department managers to determine product, equipment and service needs.
  • Consult vendors to evaluate new products/services, review new contracts, and negotiate discounts, rebates, price and delivery terms.
  • Resolve any issues relating to invoicing, backorders, stock outs, substitutions, product recalls, discrepancies and receiving for the respective areas of responsibility, which may include communication with those related departments, managers and directors.
  • Facilitate the Independence Health System Clinical Value Analysis committee process to provide and present cost containing initiatives to the committee to include but not limited to product demonstrations, preparation and presenting cost savings opportunities and product conversions, which also involves the standardization of products and services throughout the Independence Health System networks to ensure cost savings and contract consistency.
  • Develop cost analysis, which are used by various departments and finance for deciding the financial impact of new products and services that have been trialed by departments for system wide use.
  • Maintain actual versus budget records for the duration of the project and reports them on a regular basis to Department Managers and/or Directors and Vice Presidents.
  • Maintain the records for all product information.
  • Approve acceptable substitutes, order cancellations, discontinues items, pricing and delivery date revisions.
  • Assertively utilize all information systems for identifying cost reduction opportunities.
  • Analyze and evaluate purchasing reports to ensure that departmental policies and objectives are met.
  • Negotiate and maintain all vendor contract files including service contracts.
  • Develop and provide cost analysis for decisions regarding financial impact of new products and services.
  • Actively participate in renovation and construction projects within their area of assignment.
  • Accountable for the coordination, collaboration and execution of contracts for Independence Health System.
