About The Position

The Clinical Manager ensures the delivery of quality services to youth and their families by providing guidance and supervision to program staff. This role oversees the efficiency and effectiveness of the day-to-day operations of the program, including hiring, training, fiscal management, utilization management, clinical oversight and regulatory compliance. While this job description covers many aspects of the role, employees may be required to perform other duties as assigned. Requirements

Master’s degree required
Minimum 5 years of clinical experience post Master's degree required
Minimum 3 years of leadership experience required
Active, unrestricted license in NYS required for one of the following: Licensed Master Social Worker (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Psychologist, Licensed Mental Health Counselor (LMHC), or Licensed Creative Arts Therapist (LCAT)
Unrestricted, valid NYS driver’s license for minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.
Ability and willingness to travel.
Children’s Health and Behavioral Health Services and Youth ACT programs: CPR certification required or obtained within 60 days of hire.

Demonstrate a thorough knowledge of services provided both by the Agency and by external service providers and maintain contacts as needed in order to efficiently access care, supports and resources for clients and their families.
Demonstrate well-developed skills as an advocate for children/youth/families in order to achieve the best possible child/youth/family outcomes; communicates reasonable expectations and facilitates the achievement of results.
Understand the payment process for services and assure that services sought and provided are consistent with payment process qualifications and rules.
Develop, maintain and utilize a thorough knowledge of the legal and social rights of children, youth and parents to assure that these rights are understood and protected as needed.
Ability to act as a change agent to assist staff with adapting to organizational changes.
Must be able to work a variable scheduling including evenings and weekends
The following daily physical demands are required: Sitting (up to 6 hours) Occasional standing (up to 2 hour) Occasional walking (up to 2.5 hours) Driving (several times a week up to 6 hours) Continuous balancing (up to 8 hours) Occasional balancing, bending, stooping, climbing, kneeling, pushing, pulling, reaching forward or down, reaching overhead, running, and twisting (up to 2.5 hours) Weekly lifting up to 10-15 lbs. on a daily basis Manual dexterity is required, including the frequent ability to grasp in both hands and continuous use of fine manipulation skills in both hands (approximately 1-2.5 hrs.) Occasional exposure to dust, fumes, gases, chemicals, or smoke is apparent Ability to change positions as needed

Responsibilities

Facilitate decision making processes, including the involvement of applicable stakeholders to develop and implement evidence-based practice that achieve clinical, organization, and funder objectives.
Responsible to ensure program operates according to all funder and regulatory standards.
Ensure a trauma informed approach for youth and families including oversight for the clinical content of treatment plans.
Responsible to lead or collaborate with an interdisciplinary team in the provision of high-quality evidence-based, services to youth and their families.
Develop, implement, and maintain systems of accountability to facilitate the integration of services; coach and mentor the team to implement and maintain these systems.
Communicate regularly with funder(s) and oversight agencies, as required, to maintain and leverage positive and effective relationships.
Routinely monitor program outcomes and customer satisfaction data and implement quality improvements when indicated.
Manage and follow-up on internal and external emergency situations.
Assist in the development of program budget and is responsible to ensure program operates within budget parameters.
Ensures program consistently achieves budgeted utilization and works with team to address any utilization barriers.
Youth ACT program: On call responsibilities as scheduled.
