About The Position

Under general direction and with a high level of autonomy, the Clinical Manager provides clinical, operational, and compliance leadership for LAHC’s behavioral health services. Working in conjunction with the Director of Behavioral Health, the Clinical Manager is responsible for ensuring high‑quality, ethical, and audit‑ready care is provided a diverse community. Oversees documentation and billing accuracy and supervises and develops clinical staff. Provides comprehensive solutions to complex problems or needs.  End results are evaluated for achieving goals and objectives in line with LAHC’s mission. Extensive contact with internal and external stakeholders is required to meet goals and objectives.

Requirements

  • Knowledge of behavioral health clinical practice, supervision models, and evidence-based interventions.
  • Knowledge of Medicaid/CMH and commercial payer rules, documentation standards, and audit requirements.
  • Knowledge of CPT/HCPCS coding, utilization management, and quality improvement frameworks.
  • Skill in Leading multidisciplinary teams; providing constructive coaching and performance management.
  • Skill in Using EHR/EMR systems and standard office software (e.g., Microsoft 365).
  • Skill in Data analysis, report writing, and translating insights into action.
  • Skill in Operating standard office equipment and using required software applications, including Microsoft Office.
  • Ability to Develop, implement, and monitor clinical policies, procedures, and compliance controls.
  • Ability to Relate effectively to individuals from diverse cultural, linguistic, and socio-economic backgrounds.
  • Ability to Organize and prioritize multiple tasks; balance conflicting demands; meet deadlines.

  • Minimum Degree Required: Master’s degree in Social Work, Counseling, Psychology, or related field.
  • Required Disciplines: Clinical disciplines appropriate to behavioral health service delivery and 3–5+ years providing direct clinical services and at least 2+ years of clinical supervision/management in community-based settings; Medicaid/CMH billing oversight strongly preferred.
  • Any equivalent combination of experience, education, and/or training approved by Human Resources.
  • Licenses/Certifications Required at Date of Hire: Active unrestricted clinical license in Michigan (e.g., LMSW, LPC, LMFT, LP).

Nice To Haves

  • Approved Clinical Supervisor credential or equivalent preferred.

Responsibilities

  • Develops, plans, coordinates, promotes, executes, oversees, and evaluates activities and initiatives related to the behavioral health clinical program.
  • Using data and technology, evaluates the effectiveness of programs, events, and activities provided by LAHC.
  • Coordinates with leadership to define program goals and fiscal objectives. Develops clear objectives that are measurable for each activity, programs, events, and activities (that are convenient and accessible for participants) to promote high levels of attendance.
  • Develops, manages, and evaluates programs, activities, and event budgets.
  • Monitors programs for compliance with state and federal laws; takes a lead role with program audits, develop corrective action plans and monitors for remediation.
  • Serve as the primary contact person and subject matter expert for program policies and procedures.
  • Solicits participants input to gauge reaction to program quality; uses evaluation results from past program experience to plan new programs.
  • Accurately tracks, collects, and maintains statistics, reports, and activity records. Submits timely reports on activities, programs, events, and activities. Maintains records.
  • Provide day‑to-day clinical and administrative oversight of behavioral health services delivered in community, school‑based, and telehealth settings.
  • Recruit, onboard, supervise, and coach a multidisciplinary clinical team with accountability for compliance, productivity, and service quality.
  • Develop, implement, and enforce clinical policies and procedures consistent with Medicaid, Community Mental Health (CMH), commercial insurance, and state/federal regulations.
  • Ensure documentation quality and timeliness; conduct chart reviews, utilization review, and quality assurance (QA) activities.
  • Oversee CPT coding and billing workflows; partner with finance/billing to ensure medical necessity and payer requirements are met.
  • Serve as liaison with CMH partners, payers, and referral sources; represent LAHC in stakeholder meetings and relevant coalitions.
  • Champion person‑centered, trauma‑informed, and culturally/linguistically responsive care consistent with LAHC’s mission.
  • Support integration with other LAHC programs (e.g., workforce, youth, and family services) to promote whole‑person care.
  • Maintain HIPAA compliance; protect PHI; promote ethical practice standards and adherence to licensure requirements.
  • Promotes interest and provides information regarding assigned programs and activities to LAHC management, funders, the community and others, as required/directed.
  • Assists in developing department policies, procedures, goals and objectives.
  • Remains current in substance use disorder programs, training and development, and other techniques designed to create and deliver effective content.
  • Plans, assigns, monitors, manages, trains and evaluates staff; designs and implements orientation, training and staff development programs.
  • Reviews performance and evaluates results achieved by direct reports.
  • Coaches and mentors’ direct reports.
  • Reviews progress of assignments with senior management.
  • Balances conflicting resource and priority demands.
  • Maintains regular and consistent attendance.
  • Operates standard office equipment and uses required software applications. Perform other duties as assigned.
