About The Position

Under general direction, accomplishes the clinical strategic objectives by planning, organizing and directing all functions required to operate and maintain activities and services of the Tohono O'odham Nation's Health and Human Services Department, program or division. The major work activities are generally undefined except in terms of achieving overall organization/ department goals. Specific policies, procedures and guidelines are virtually nonexistent except for executive directives and accepted professional standards.

Requirements

Knowledge of psychological test instruments for children and adults.

Skill in carrying out supervisory responsibilities directly; supervise, coordinate and review the work of assigned staff.

Skill in preparing, reviewing, and analyzing operational and financial reports.
Ability to work and collaborate with Arizona Health Care Cost Containment System (AHCCCS).
Ability to work and collaborate with the Arizona County Regional Behavioral Health Authority (RBHA), Magellan Health Services of Arizona (RBHA), Maricopa County, Cenpatico Behavioral Health of Arizona (RBHA), Pinal County, Community Partnership of Southern Arizona (CPSA) and Pima County.
Ability to sign clinical documentation for licensing purposes for third party billing through AACCCS system.
Ability to work productively in a high-pressure, unpredictable and stressful work environment, bringing a positive, can do attitude and approach to challenges.
Ability to carry out instructions furnished in verbal or written format.

Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation.
Master's Degree in Behavioral Health or closely related field and five years' work experience providing clinical services to Native Americans, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.
Three years of supervisory experience.
Must possess a current independent license (Licensed Professional Counselor - LPC, or Licensed Clinical Worker - LCSW) in good standing, with no restrictions from the Arizona State Board of Behavioral Health Examiners.
Must have a current registered National Provider Identifier Number (NPI) and be registered with Arizona Health Care Cost Containment System (AHCCCS), Arizona's Medicaid.
Must obtain certifications in Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months of hire.
Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.

Responsibilities

Responsible for day-to-day operations of the clinical program, and oversees all aspects of planning and administration for the clinical program.
Implements and ensures efficient and effective services in accordance with established program objectives, policies, procedures, and professional practices.
Establishes, implements, and communicates goals, policies and procedures in accordance with program objectives and needs.
Conducts quality assurance, quality management of program components and staff according to established policies and procedures.
Improves staff effectiveness by providing direction and guidance, coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner; develops, implements, and participates in staff development and training programs.
Hosts and facilitates regular staff meetings to ensure communication between personnel.
Conducts program-related activities and reviews cases; conducts chart audits, data collection, approves treatment plans, aftercare and recovery plans.
Provides advice and consults with medical and nursing staff, counselors, psychologists, social workers, teachers, and other appropriate staff and personnel on mental health matters or specific cases; directs the clinical staff on issues arising during patient treatment and provides diagnostic information.
Provides crisis intervention by responding to client's needs during acute emotional and/or physical stress.
Conducts comprehensive psychological evaluations and writes corresponding reports.
Analyzes treatment plans, conditions, and situations to identify issues, trends, and causes and recommends corrective action.
Provides a full range of clinical services to include emergency evaluations, inpatient and outpatient consultations, and therapy sessions using a variety of treatment modalities.
Corresponds with outside agencies, psychiatrists, hospitals, clinical programs, and counselors to meet client and program needs.
Maintains positive relations with community, organizations and agencies by educating and informing on psychological disorders, recovery and treatment-related topics, and available services and resources in the community; conducts community needs assessments.
Prepares and presents reports on the program status, activities and plans as required.
Provides project oversight and supervises assigned staff.
Maintains professional knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
Performs other job related duties as assigned and contributes to a team effort.
