About The Position

The Clinical Director of Behavioral Health Services is responsible for the day-to-day clinical and administrative operations for Mental Health Outpatient Treatment and Rehabilitative Services (“MHOTRS”) clinics. This leadership role oversees clinical service delivery, ensures regulatory and documentation compliance, supervises staff, manages clinical incidents, provides direct care and supervision. The Clinical Director will also offer clinical support and oversight to 3 additional behavioral health programs led by the program directors within the organization. This is an in-person position with about 60-70% clinical responsibilities, including staff supervision, direct clinical services, training, and case consultations. The remaining 30-40% involves administrative oversight such as ensuring compliance with risk management standards, documentation audits, supporting grant deliverables, productivity tracking, and participating in broader clinical strategy and quality improvement efforts.

Requirements

• Master’s degree in related field. Licensed Clinical Social Worker (LCSW) or Licensed Psychologist in New York State preferred.
• Minimum of 7 years of working experience in mental health, including at least 5 years in a clinical supervision role, and at least 3 years in a management role within a nonprofit behavioral health agency.
• Bilingual English/Chinese or Spanish preferred but not required.
• Experience working with multilingual Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS).
• In-depth knowledge of OMH, OASAS, and DOHMH regulations and requirements.
• Strong understanding of regulatory compliance, clinical documentation standards, and evidence-based behavioral health practices.
• Proven ability to lead a mental health or multidisciplinary clinical team effectively.
• Comfortable with data-driven supervision and program oversight, including productivity metrics and quality improvement.
• Knowledgeable Lower East Side community providers and resources.
• Excellent interpersonal, oral, written, and communication skills to work with a multidisciplinary team.
• Sensitivity to diverse cultural and linguistic populations.

Responsibilities

• Maintain a small caseload to provide high-quality, direct clinical services to patients.
• Supervise mental health clinicians, clinical supervisors, and program directors to ensure effective service delivery and staff development.
• Oversee the daily operations of MHOTRS clinics, ensuring smooth and efficient program functioning.
• Ensure compliance with all internal policies and external regulations, including OMH, OASAS, and DOHMH standards.
• Support quality assurance efforts, including chart reviews, incident reporting, and corrective action planning.
• Coordinate closely with Clinical Coordinator and Medical Director to support integrated behavioral health and psychiatric services.
• Support the management team in achieving organizational priorities and operational challenges.
• Foster staff professional development through mentorship, clinical supervision and training opportunities.
• Report directly to the Assistant Executive Director, working collaboratively on program expansion, grant management, strategic planning, and clinical initiatives.
• Participate in regular administrative and clinical supervision meetings.
• Represent the agency at community outreach events, stakeholder meetings, and professional forums as needed.
