About The Position

This position is contingent upon award International Health and Medical Services is seeking an experienced Clinic Director (Site Medical Director) to provide executive-level leadership, oversight, and direction of clinical services in support of an adult-only detention healthcare mission. The Clinic Director serves as the senior on-site clinical authority and is responsible for the quality, safety, and compliance of all healthcare services delivered under the contract. This role is accountable for clinical governance, medical policy development and implementation, quality management and performance improvement, inspection readiness, and the investigation and resolution of sentinel events, grievances, complaints, and concerns raised by detainees, facility leadership, and government stakeholders. The Clinic Director leads multidisciplinary clinical teams and coordinates with facility operations to ensure safe, timely, and effective delivery of healthcare services in accordance with applicable standards, regulations, and contractual requirements.

Requirements

  • Current, full, active, and unrestricted license in a U.S. State, territory or commonwealth, or the District of Columbia.
  • Able to obtain licensure in the state where services are performed if required.
  • Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications.
  • A minimum of six years post residency experience providing direct patient care as a board certified or eligible physician in Internal Medicine, Family Medicine, Emergency Medicine or Preventive Health.
  • A minimum of three years’ experience in the provision of clinical supervision and leadership to other medical professionals and ancillary clinic staff.
  • Basic Life Support (BLS) certified through American Heart Association (AHA) or American Red Cross.
  • Have knowledge of a wide range of complex patient care concepts, principles, and practices to perform assessments of considerable diversity to include mental health, medical, surgical, ambulatory, and emergency care.
  • Flexibility and ability to adapt to sudden changes in schedules and work requirements. Assignments are usually of a long-term, recurring, or broadly defined nature.
  • Highly effective interpersonal and organizational skills; strong writing skills to include document formulation, editing, and review.

  • Capability of understanding and applying written and verbal orders, rules, and regulations. All personnel shall be literate and be able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports.
  • Good judgment, courage, alertness, an even temperament, and render satisfactory performance through knowledge of his/her position responsibilities.
  • Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations
  • Doctor of Medicine degree from a U.S. or Canadian program accredited by the Liaison Committee on Medical Education sponsored by the Association of American Medical Colleges and the American Medical Association (AMA) OR
  • Doctor of Osteopathic Medicine degree from a program accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (AOA) OR
  • Certified by the Educational Commission for Foreign Medical Graduates if you are a graduate of a medical school that is not located within a U.S. State or territory or other jurisdiction, or a Province or Territory of Canada.
  • Depending on the detention facility physician requirement, proof of completion of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, or Preventative Health leading to board eligibility in that field, with board certification preferred, and at least 1 year of directly related, professional experience performing professional or scientific work in a field of medicine providing direct patient-care services.
  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
  • Required to jog/fast walk up to ¼ mile.
  • Requires physical exertion such as lifting objects greater than 30 pounds.
  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured, or aging patients or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
  • Must be able to see, hear and smell with aids if necessary.
  • Must be able to lift, push, or carry 30 pounds.
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations.
  • Sitting and/or standing for extended periods of time.
  • Average manual dexterity for computer operation.
  • Phone or computer use for extended periods of time.
  • Must maintain current/physical residency in the continental U.S.
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment.
  • U.S. citizen and have resided in the U.S. for the last five years (unless abroad on official U.S. government duty).
  • Successfully engage in and complete a thorough Background Investigation.
  • Poses or have ability to obtain required security clearances.

Responsibilities

  • Provides executive level oversight and direction of the clinical services (direct and indirect patient care) and patient safety functions provided under this contract
  • Serves as the senior on-site medical authority within the scope of services provided and is accountable for clinical decision-making, escalation, and governance.
  • Acts as the arbiter of clinical practice recommendations and ensures resolution of clinical disagreements through evidence-based practice and contract requirements.
  • Leads clinical governance activities including medical staff conduct standards, documentation standards, infection prevention and control, emergency preparedness, and patient safety initiatives
  • Responsible for implementation and oversight of all corporate clinical governance policies, procedures, and protocols.
  • Leads quality development and clinical governance agendas including maintaining Code of Conduct of medical practice, medical record keeping, infection control standards, emergency response preparedness, medical staff, and patient safety at the facility.
  • Directs the investigation, documentation, and resolution of sentinel events, adverse events, complaints, and clinical concerns raised by detainees or external agencies.
  • Ensures continuous readiness for government inspections, audits, and compliance reviews under the Statement of Work (SOW).
  • Participates in all government audits as requested by the Project Manager and ensures appropriate documentation and corrective actions are completed timely.
  • Reviews patient satisfaction feedback, grievances, and complaints and implements corrective actions as appropriate.
  • Supervises and provides clinical oversight of all healthcare providers including physicians, APPs, nursing staff, pharmacists, medical assistants, and dental services staff.
  • Serves as the clinical supervisory authority over advanced practice providers, including fulfillment of collaborative practice duties and compliance with all applicable laws and facility policies.
  • Defines and enforces scope of practice for medical assistants and ensures proper delegation and supervision of clinical support tasks.
  • Provides strategic direction for medical staff and physician services programs to meet short- and long- term operational goals.
  • Serves as a clinical leader and resource for other clinical leaders and provides mentorship, guidance, and education as needed.
  • Provides direct patient care to adult detainees as required to support mission needs and ensure timely access to care.
  • Responsible for developing, coordinating, and maintaining all aspects of healthcare delivery at the assigned facility.
  • Ensures the provision of appropriate screening, treatment, and patient education for acute and chronic medical conditions.
  • Ensures appropriate diagnostic and therapeutic services are available, utilized appropriately, monitored, and documented.
  • Oversees care delivery for detainees housed in the Medical Housing Unit (MHU) and ensures appropriate clinical management and escalation.
  • Serves as the initial reviewer for outside referrals and specialty consults not offered at the facility.
  • Ensures timely review and completion of referrals, consult requests, laboratory results, imaging results, and follow-up actions.
  • Ensures continuity of care through appropriate documentation, tracking, and coordination with internal staff and external providers.
  • Ensures complete, accurate, timely, and medically defensible clinical documentation in accordance with policy requirements.
  • Completes required chart reviews, co-signatures, telephone encounters, clinical message reviews, and other documentation actions within required timelines.
  • Maintains proficiency in electronic health record systems and ensures clinical staff comply with documentation and recordkeeping standards.
  • Contributes to the production of the clinic with expectation to routinely see a patient at least every 30-45 minutes, depending on complexity of the patient encounter. This also includes signing of all assigned patient encounter notes daily.
  • Completes and passes all discipline-specific competencies initially and annually.
  • Ensures clinical staff compliance with training, competency, and continuing education requirements.
  • Completes required organizational compliance education, including client-specified training and Joint Commission Healthcare Staffing Services certification requirements (or other regulatory bodies as applicable).
  • Develops, accesses, and supports clinical education programs and training initiatives.
  • Maintains patient confidentiality and medical record confidentiality in compliance with HIPAA, the Privacy Act, and other applicable regulations.
  • Demonstrates cultural sensitivity and professionalism in all communications and interactions.
  • Demonstrates the ability to work in a multicultural and multilingual environment and uses interpreter services as required.
  • Participates in development of administrative policies and approves medical practice procedures, policies, guidelines, and SOPs.
  • Provides advice on the suitability of medical equipment and makes recommendations on current and future equipment needs.
  • Assists in planning and development of new medical services and expansion of clinical capability as required.
  • Maintains awareness of policies, procedures, directives, operational memoranda, and accreditation standards.
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.
