The Oregon Department of Environmental Quality has a full-time opportunity available for a Cleaner Air Oregon New Source Project Manager and Technical Assistance Coordinator (Natural Resource Specialist 4) in Portland, Oregon. The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians. The Cleaner Air Oregon program is primarily responsible for the implementation, support, and coordination of a toxic air contaminant industrial permitting program in coordination with regional offices, including ongoing risk assessments, policy and guidance development, training and education, rule and statute revisions, performance monitoring, and oversight of compliance with the program. This section has the lead responsibility to ensure the accurate identification, assessment, and reduction of toxic air contaminant emissions using health-based standards. This program is responsible for supporting the completion of risk assessments and the determination of permitting and reporting requirements for sources assessed under program rules.

Requirements

  • Bachelor's degree in physical science, environmental science, natural resources, or a closely related field.
  • 4 years of experience in a natural resource or environmental field.
  • At least 1 year of experience at a technical or professional level performing activities in a natural resource program.

  • Expert experience and knowledge in air quality engineering, source operations, compliance inspection methods, and source permitting.
  • Experience working with the principles of air pollution control.
  • General understanding of human health risk assessment protocols for point sources.
  • Demonstrated experience building and fostering relationships with a diverse group of partners.

Responsibilities

  • Provide technical and permitting assistance to smaller businesses and industries in the Cleaner Air Oregon program.
  • Ensure compliance with rules and permit conditions for Oregon's Cleaner Air Oregon program.
  • Review and approve toxic air contaminant emissions data, modeling, and risk assessment reports.
  • Draft permit requirements and review reports.
  • Function as a project team leader working closely with subject matter experts.
  • Complete complex analyses and evaluations of air pollution issues.
  • Create a menu of solutions for permitting and reducing health impacts from emissions.
  • Assist smaller businesses in developing emissions information for ongoing permitting and compliance.
  • Help interested and/or affected parties understand and implement toxic air contaminant risk assessment and reduction activities.
  • Provide assistance in the development of pollution prevention plans and consultation on alternative materials and operations.
