The Clean Water Program/Special Infrastructure Projects Program Manager is responsible for overseeing the activities, operations, and projects of complex programs related to the City of San Ramon's clean water initiatives and special infrastructure projects. This role involves ensuring regulatory compliance, managing large-scale capital improvement projects, and serving as a technical expert and resource for assigned programs. The manager will analyze programmatic practices, develop recommendations for improvements, and foster cooperative relationships with various stakeholders.

  • Plan, direct, and oversee activities and operations of complex programs.
  • Serve as a technical expert and resource for assigned programs.
  • Conduct needs analyses, feasibility studies, and evaluations for assigned programs.
  • Oversee the development and maintenance of administrative, technical, and fiscal reports and records.
  • Act as a liaison with community, public, and regulatory agencies.
  • Ensure compliance with the City's Municipal Regional Stormwater Permit.
  • Lead stormwater outreach and public education efforts.
  • Prepare the City's annual report to the Regional Water Quality Control Board.
  • Manage special infrastructure projects including defining project scope and selecting consultants.
  • Monitor and review project design and construction, and resolve contract disputes.
  • Bachelor's degree in a related field.
  • Three years of experience in program management or related area.
  • Knowledge of the National Pollutant Discharge Elimination Program (NPDES) and Municipal Regional Stormwater Permit (MRP 3.0).
  • Ability to manage large-scale public infrastructure projects.
  • Experience with budget preparation and financial analysis.
  • Familiarity with environmental regulations and compliance.
