Requirements

  • Have at least 2 years of experience managing courses and administering the Blackboard Learning Management System
  • Awarded a degree (Bachelors or higher) from an accredited college or university OR three verifiable years of relevant Learning Management System Administration experience.
  • Employee shall be professional, detail oriented, possess excellent communication skills, and speak English fluently.

Responsibilities

  • Create and manage user accounts and permissions across LMS/SIS platforms.
  • Serve as the single point of contact for all incidents and service requests through the HelpDesk, email, and phone.
  • Respond to eHelpDesk tickets and service calls, documenting all interactions in the government-provided ticketing system.
  • Provide Tier-1 through Tier-2 support for issues such as login problems, navigation assistance, software reinstallations, browser troubleshooting, and device compatibility.
  • Deliver initial and recurring (quarterly) user training on LMS usage, testing tools, document management, and content efficiency.
  • Offer mobile device support and communication/email troubleshooting.
  • Provide hands-on support, diagnostic testing, and remediation of application anomalies and system malfunctions.
  • Administer Blackboard Learn/Ultra, Genius SIS, Blackboard Collaborate, Blackboard Outcomes & Assessment, and related SAAS components.
  • Manage the integration of Blackboard with compatible Learning Tools, including Vbrick, QuestionMark, WebAssign, McGraw Hill, Cengage, Pearson, ALEKS, SirSI, WebWork, and others.
  • Perform database administration, course backups/restores, and system-level backup activities.
  • Conduct incident response and resolve LMS system failures affecting login, content access, and content creation.
  • Support recurring data exchange between Blackboard, Genius, and future SIS platforms.
  • Recommend process improvements to better meet institutional objectives.
  • Assist course directors, instructors, and program managers in aligning course design with educational outcomes and maximizing LMS capabilities.
  • Collaborate with faculty to design course structures, develop reusable course templates, and configure modules such as Blackboard Outcomes & Assessments.
  • Create master courses in Genius to manage section creation.
  • Ensure accurate synchronization of student information (grades, outcomes, courses, enrollments, portfolios, groups, etc.) across LMS and SIS systems.
  • Support SIS/LMS integration through CSV-based processes and future automated interfaces.
  • Facilitate simultaneous data exchange with current/future SIS platforms.
  • Participate in technical exchange meetings and coordinate with IT units managing external systems.
  • Maintain course structures organized by section, instructor, and term.
  • Create, modify, and deactivate accounts for administrators, staff, faculty, and students.
  • Ensure users receive only the minimum privileges necessary for their assigned duties.
  • Manage instructor onboarding/offboarding in coordination with the Faculty Development Program Manager.
  • Merge and delete duplicate accounts in both SIS and LMS.
  • Conduct quarterly audits of all user accounts and provide corresponding reports to the EDED Branch Chief.
  • Maintain and update faculty and student FAQ documentation at least bi-monthly.
  • Assist the institution in maintaining compliance with CLE system security best practices.
  • Participate in team meetings to maximize LMS capabilities within the organization's SIS ecosystem.
  • Support planning, installation, training, troubleshooting, and maintenance of LMS tools for staff and faculty.
  • Provide documentation, reporting, and overall administrative oversight of USAFSAM's Learning Management Systems.
