About The Position

Culmen is seeking a highly qualified Civil Nuclear Subject Matter Expert (SME) to support technical webinars focused on strengthening institutional readiness for responsible civil nuclear energy development, including Small Modular Reactors (SMRs). What You’ll Do in Your New Role The SME will deliver 2–3 presentations addressing key foundational elements required to support safe, secure, and sustainable nuclear energy programs, including workforce development considerations for SMRs compared to conventional nuclear power plants, identification of domestic technical and institutional capabilities needed to support civil nuclear infrastructure, and development of knowledge management frameworks that enable long-term retention, transfer, and application of nuclear expertise.

Requirements

  • 10–15+ years of professional experience in nuclear engineering, nuclear policy, regulatory development, safeguards, nonproliferation, or nuclear workforce capacity-building, including direct experience with Small Modular Reactor (SMR) technologies, deployment frameworks, licensing considerations, or SMR workforce development needs
  • Strong understanding of international best practices, including familiarity with the IAEA Milestones Approach and related frameworks supporting nuclear safety, security, safeguards, regulatory independence, and responsible waste management.
  • Ability to translate complex technical concepts into practical guidance for policymakers, regulators, and technical stakeholders, and contribute to strengthening national capabilities required to support responsible nuclear energy deployment aligned with U.S. and international standards.
  • Strong presentation skills, experience working in multicultural environments, and demonstrated ability to develop structured training materials are essential.

Nice To Haves

  • Experience supporting government institutions, regulators, technical organizations, utilities, or international programs in nuclear newcomer or expanding nuclear countries is strongly preferred.
  • Prior experience developing or delivering technical training, workshops, or capacity-building programs for international audiences is highly desirable.
