About The Position

Under general direction, directs, manages, and supervises the planning, design, implementation, operation and monitoring of safe and efficient multimodal transportation systems, services, projects, and programs for the Transportation Operations Division within the Transportation & Mobility Department. Coordinates, directs, and collaborates with teams of engineers, transportation planners, traffic technicians, consultants, and contractors to achieve the goals and objectives of the city's Transportation Master Plan. Monitors, updates, and implements the city's Vision Zero Action Plan, with a specific emphasis on corridor-level efforts, such as those under the Core Arterial Network (CAN) initiative and Pavement Management Mobility Enhancements Program. Collects, analyzes, monitors, and maintains robust data on multimodal counts and citywide crash trends. Reports on findings from analyses and integrates findings into ongoing departmental work programs. Creates and fosters partnerships among other transportation-related agencies and community groups both within the city and at a regional level. Acts as a senior staff liaison to the city's Transportation Advisory Board and City Council. Performs related duties as needed.

Requirements

  • Thorough knowledge of and experience with current engineering principles, practices, procedures, and materials as they apply to municipal transportation planning, design, operations, and maintenance.
  • Ability to manage concurrent and overlapping projects/programs, including meeting milestones and deadlines for multiple and varied project/program phases over time.
  • Uses strategic critical thinking in the approach to problem solving, issue resolution and solution development.
  • Excellent written and verbal communication skills including the ability to prepare clear and concise written correspondence, reports, recommendations, and presentations.
  • Demonstrated experience in conducting or participating in community engagement processes and incorporating public input into transportation and street design programs and project processes.
  • Ability to effectively multi-task and manage multiple complex projects/programs and priorities at the same time.
  • Excellent math and analytical skills, including the ability to develop cost estimates, track and manage budgets and payments in a timely manner.
  • Valid Driver License.
  • Have and maintain acceptable motor vehicle record.

Nice To Haves

  • Master of Science Degree in Civil Engineering from an accredited engineering university.
  • Six (6) or more years of project/program development and management experience with a municipality, government agency or consulting firm.
  • Four (4) years of supervisory experience and experience in managing contractors/consultants.
  • Professional Traffic Operations Engineer (PTOE) certification.
  • Road Safety Professional 1 (RSP1) certification.
  • Project Management Professional (PMP) certification.
  • Experience working with local, state, or federal government agencies.
  • Related and demonstrated professional experience working with an active and highly engaged university community.
  • Demonstrated creativity within an environment that has fiscal and other constraints.

Responsibilities

  • Directs, manages, and supervises complex and challenging multimodal transportation project/program planning, design, implementation, operation, monitoring, and evaluation to achieve transportation goals and objectives outlined in the Transportation Master Plan.
  • Implements the Vision Zero Action Plan.
  • Provides engineering and technical support to the conceptual and final engineering design of Capital Improvement Program projects and Transportation Planning projects/programs.
  • Coordinates with divisions within the Transportation & Mobility Department, other city departments, community-based organizations and community members that are impacted to reach consensus or gain approvals on project/program elements affecting multiple users.
  • Maintains an overall awareness of transportation goals, concerns, projects, and programs to identify opportunities to streamline and sequence implementation across annual work plans and the six-year Capital Improvement Program.
  • Assists in the coordination of improvements with known development or redevelopment plans.
  • Determines feasibility and impacts of proposed projects/programs; facilitates staff work planning and budgeting on both an annual operating and six-year Capital Improvement Program basis.
  • Develops and manages project/program scopes, schedules, and budgets, and leads the solicitation and procurement of professional engineering consultants and/or contractors.
  • Manages city staff and consultant design activities and the preparation of bid documents including plans, specifications, and engineer's estimates.
  • Manages and participates in community and stakeholder engagement processes.
  • Interprets and distills both objective and subjective community and stakeholder feedback to enhance projects/programs and build consensus around impacts and trade-offs.
  • Directs, manages, and supervises the monitoring of transportation system performance through the collection, analysis, and reporting of multimodal and crash data.
  • Collects, processes, analyzes, stores, and comprehensively communicates multimodal traffic and crash data.
  • Leads the development of performance metrics and measures.
  • Conducts before/after studies to determine effectiveness and value of implemented improvements.
  • Uses data and analyses to identify system safety and performance concerns and to recommend appropriate mitigation strategies.
  • Executes annual count programs, including scheduling of data collection, data accuracy review, and conducts statistical analyses.
  • Maintains Transportation & Mobility's crash database and analytics software programs.
  • Researches, recommends, procures, and implements new multimodal traffic engineering technologies.
  • Supervises transportation civil engineer(s) and/or technician position(s) as needed.
  • Implements the city's performance management process to achieve a supportive culture where teamwork, employee development, coaching, mentoring, and candid feedback are prioritized.
  • Coordinates and communicates with other engineers in the Transportation Operations Division regarding the time allocation and performance of supervised staff.
  • Conducts regular meetings with staff to monitor, review and assess project/program goals.
  • Fosters professional growth regarding innovative approaches to transportation engineering.
  • Directs, manages, and supervises critical day-to-day support for the Transportation Operations Division and other city divisions and departments.
  • Manages the receiving, investigation, and timely response to transportation operations related concerns and inquiries.
  • Serves as a senior staff liaison to the Transportation Advisory Board, City Council, community-based organizations, governmental agencies, and other pertinent organizations.
  • Identifies and recommends key touchpoints with City Boards and Commissions throughout the life of projects/programs.
  • Represents the city in legal matters regarding transportation issues.
