About The Position

The Civil Engineering Lead serves as a senior technical expert and project management authority supporting the planning, programming, design, and execution of complex facility and infrastructure projects tied to Bomber weapon systems, Nuclear Command and Control Communications, and aircraft operations at the Component Command level. In this role, the selected candidate will provide expert engineering advisory support to senior officials and government stakeholders, coordinating across multiple disciplines to develop requirements, cost estimates, phased schedules, and statements of work while ensuring strict adherence to federal, state, and local codes governing health, safety, and the environment. The position requires active engagement with a broad range of stakeholders including facility occupants, Air Force Nuclear enterprise leadership, national laboratories, architectural and engineering firms, the U.S. Army Corps of Engineers, Naval Facilities Engineering Command, and the Air Force Civil Engineering Center, while also supporting independent Government cost estimate generation, design review, project surveillance, and post-construction lessons learned capture. Candidates must hold an active Secret clearance and possess an ABET-accredited engineering or STEM graduate degree, with a minimum of five years of experience in engineering or project management support, five years of Bomber infrastructure and military facility management, five years of engineering documentation, and at least three years of base-level or MAJCOM facility project planning and programming, with Professional Engineer or PMP licensure and Military Construction experience strongly preferred.

Requirements

  • Must have an Active Secret clearance
  • Accreditation Board for Engineering and Technology (ABET) accredited engineering undergraduate degree or ABET accredited graduate Science, Technology, Engineering, and Mathematics degree.
  • Minimum of three (3) years of experience in base-level, MAJCOM, or Component Command facility project planning, programming, and management. Military Construction project planning, programming, and management is highly desired.
  • Minimum of five (5) years of experience with engineering or project management support, Professional Engineer or Program Management Professional (PMP) licensing preferred.
  • Minimum of five (5) years of experience with documentation of engineering goals, objectives and requirements.
  • Minimum of five (5) years of Bomber infrastructure and/or military facility management experience, including operations management, design, construction administration and project programming experience.

Nice To Haves

  • Professional Engineer or Program Management Professional (PMP) licensing preferred.
  • Military Construction project planning, programming, and management is highly desired.

Responsibilities

  • Organize, direct, and coordinate complex projects within critical segments of major operating programs involving facility essential systems and Real Property and Real Property Installed Equipment supporting the infrastructure of Bomber weapon system, Nuclear Command and Control Communications, and/or aircraft operations.
  • Serve as consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Provide Component Command engineering management of the project processes. Provide construction and project management oversight and advisory support.
  • Provide assistance with planning, programming, developing requirements, cost estimates, and performing engineering management work for significant multi-phase projects that normally cross engineering disciplines and require professional technical knowledge of general engineering principles. Coordinate requirements with architects/engineers in a variety of disciplines.
  • Participate in an engineering team and assist in the planning, survey, scope development, cost estimating, and phased scheduling of projects and requirements.
  • Evaluate and advise the Government on installation requests for new construction, renovation, and improvements of facilities and infrastructure. Provide technical advisory support on emerging technologies to ensure programmed development will not prematurely become obsolete.
  • Support the generation of independent Government cost estimates (IGCEs) for projects. All cost estimates shall be prepared as required by the Government.
  • Ensure federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the project development cycle.
  • Coordinate the draft preparation and reviews of architect and engineer (A&E) statements of work (SOW). Assist with providing criteria and standards for specialized, difficult, and unusual requirements to include nuclear certification conditions.
  • Assist the Government with the review of engineering plans, specifications, and cost estimates of A&E firms or other design agents to ensure design excellence, successful requirements capture, and compliance with specifications and codes.
  • Provide assistance working with organizational managers, budget personnel, and engineering authorities to develop and gain approval for proposed construction, maintenance, and repair projects.
  • Provide project management communication support for large and complex projects requiring interface with stakeholders to include: facility occupants, operators, Air Force Nuclear enterprise leadership and subject matter experts, national laboratories, architectural and engineering firms, the U.S. Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Command (NAVFAC), and/or Air Force Civil Engineering Center (AFCEC).
  • Monitor project progress at the installation(s) and provide inputs and guidance to higher HQ levels on performance.
  • Provide assistance on the inspection/surveillance of assigned projects. Apply sufficient knowledge of general engineering discipline principles to discuss discrepancies and potential solutions with those performing the work.
  • Provide accurate, effective, and timely project close-out assistance and support.
  • Advise the Government on operations and maintenance procedures for projects nearing completion.
  • Provide assistance in project life-cycle review and post-construction after action reporting and lessons learned capture.
  • The Contractor shall stay current with computers and computer software such as information management software, computer aided design and drafting programs, and project tracking/management
