About The Position

BIE DSFM Construction is seeking a highly skilled and experienced Subject Matter Expert II in Construction Program Management (CPM) to join our team. The ideal candidate will provide expert management advice and support for various construction projects, ensuring the best value in work performed by controlling schedules and budgets. This role requires proactive problem-solving and conflict resolution to minimize claims and delays, ensuring project completion within the stipulated time and budget.

Requirements

  • Bachelor of Science in a relevant field of engineering or construction management from an accredited college or university (four-year degree minimum).
  • Construction technical competencies and qualifications to verify a specific level of workmanship.
  • Minimum of ten years of construction engineering or construction management experience.
  • Experience in organizing, directing, and coordinating strategic planning activities, including developing goal delineation, operational plans, and specifying measurable outcomes.
  • Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat Professional, RS Means/CostWorks, and Maximo.
  • Average agility and dexterity, with the ability to perform duties involving moderate walking over rough, uneven, or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing ladders, and lifting moderately heavy objects (less than 50 lbs).
  • Ability to communicate effectively, concisely, and authoritatively in English, both orally and in writing, including preparing correspondence, written reports, and briefing management personnel.
  • Experience in developing and maintaining complex construction management activities, including submittal and Request for Information (RFI) processing.
  • Familiarity with Federal building design criteria and construction guide specifications.
  • Knowledge of construction practices and techniques, including proper applications of construction materials and methods of installation.
  • Ability to accurately calculate construction costs for changes, price the value of needed work, and provide recommendations for equitable adjustments.
  • Ability to monitor the preparation of as-built activities of contractors, ensuring documents are prepared on an ongoing basis and reviewing contractor submissions for completeness and accuracy.
  • Completed the 30 Hour OSHA Construction Training within the past two years.
  • A valid driver's license.

Responsibilities

  • Provide sound management advice regarding all work performed on projects via task orders issued under the BPA.
  • Proactively resolve problems and minimize claims, taking all reasonable measures to anticipate and mitigate adverse impacts on project completion.
  • Ensure work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans, and specifications).
  • Monitor and track progress of designated construction projects, providing routine reports of accomplishments.
  • Support the initiation of projects, providing technical onsite assistance in identifying and verifying facility conditions, repair estimates, and timetables.
  • Develop budget estimates and justifications for requests, verifying identified work/conditions during onsite inspections and evaluations.
  • Review design projects in terms of client needs, including cultural, socioeconomic, demographic, technical, and cost considerations.
  • Develop plans and conceptual design solutions for renovations and improvements to facilities.
  • Review proposed sites for projects, evaluating adequacy regarding topography, subsurface conditions, utilities, and development costs.
  • Assist with the development and review of construction documents detailing project structure, mechanical, and electrical systems.
  • Assist with the technical portion of design and/or construction contracts and administration of contracts with architect-engineer firms.
  • Perform onsite inspections and evaluations of physical facilities to determine actual condition, functional adequacy, compliance to code requirements, and examine existing facilities for renovation, reuse, or functional modifications.
