About The Position

Unlike private-sector consulting roles, this position lets engineers do what they do best: focus on engineering. There are no billable hours, no marketing expectations, and no client development pressures. Success is defined by technical excellence, real-world impact, and service to the public. As a Civil Engineer in this role, you will provide advanced technical expertise in in-house one- and two-dimensional hydrologic and hydraulic modeling. Your work will directly support critical countywide initiatives, including the Dam Safety Emergency Action Plan (EAP) program, Area Drainage Master Studies and Master Plans (ADMS/ADMP), implementation of new and emerging technologies, and ongoing updates to the Maricopa County Drainage Design Manual. You will also contribute to complex, high-visibility projects that protect communities and shape long-term infrastructure resilience.

Requirements

  • Three years of progressively responsible professional civil engineering work experience on hydrologic and hydraulic surface water modeling, such as FLO-2D, HEC-1, HEC-RAS 1D and 2D, and ArcGIS Pro Software
  • Bachelor’s degree in a work-related engineering discipline, such as, but not limited to, Civil Engineering, or Environmental Engineering
  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment
  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona Driver's license by the time of hire

Nice To Haves

  • Master’s degree in Civil Engineering, Water Resources, or a related field
  • Three years of experience using FLO-2D Pro, HEC-RAS, and ArcGIS/ArcPro
  • Association of State Floodplain Managers: Floodplain Manager certification
  • Completion of FEMA Emergency Management Institute courses as it relates to exercise development, disaster operations, and emergency operations and management

Responsibilities

  • Perform in-house studies/analyses/modeling/reviews related to one-and two-dimensional modeling for support of the EAP and ADMS/ADMP programs using FLO-2D Pro, EPA SWMM, HEC-RAS 1D and 2D, HEC-1, and other modeling software.
  • Prepares technical data and seals EAPs for submittal to the Arizona Department of Water Resources, affected federal agencies, and local governments.
  • Apply knowledge of ArcGIS/ArcPro to create figures, manage data, perform spatial analysis, and create scripts to automate tasks. Also, assists with the development of scopes and guidelines for use by the District’s engineering consultants on various projects
  • Design, coordinate, and review the District’s FLO-2D post-processing tools and FLO-2D Web Access Tool application
  • Test the engineering software developed by others on real projects related to hydrology and hydraulics
  • Perform in-house studies to support the development of updates for the Drainage Design Manual
  • Review/approve hydrology and hydraulic reports, models, data, and parameters submitted to the District as ADMS/ADMP’s, watercourse master plans, engineering studies/analyses, engineering design/plans, permit requests, etc.
  • Other job duties as assigned
