About The Position

This position is responsible for developing and implementing policy and procedures for operations roadside maintenance and training. The incumbent is responsible for the development and successful implementation of the annual contract maintenance program to help maintain and preserve 46,359 lane miles of pavement, maintain facilities at 53 rest areas, as well as various roadside maintenance activities.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering including three years supervising staff and managing
  • Valid driver’s license.
  • Occasional statewide and out of state travel with overnight stays.
  • Successful completion of a background check.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.

Responsibilities

  • Develops policies and procedures for maintenance field operations to achieve most efficient maintenance operations, improve services, and make the best use of available resources.
  • Develops policies and procedures required to guide the winter snow and ice removal operations activities for the state highway system.
  • Develops policies and procedures for vegetation management (both turf and plant related activities) on highway rights-of-way on a statewide basis and oversees policies and capital projects for rest areas.
  • Develops policies and procedures governing pavement maintenance and preservation and serves on the Pavement Preservation Committee.
  • Makes recommendations on annual contract maintenance program project requests, priorities, and annual budgets applicable to maintenance operations.
  • Oversees training programs in the Bureau of Operations and ensures that suitable training is developed and implemented for central office and district personnel.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as required or assigned.
