The Pennsylvania Public Utility Commission (PUC) is seeking a motivated and detail-oriented individual to join the Bureau of Investigation and Enforcement's Pipeline Safety Division as a Civil Engineer Trainee (CET) This entry-level role is based in the Southeastern Pennsylvania region and offers a rewarding career path with opportunities for advancement. Please be advised, this position requires residency within one of the following Southeastern Pennsylvania counties, or the selected candidate must relocate within six months of employment: Bucks, Delaware, Chester, Philadelphia and Montgomery Counties only. The Civil Engineer Trainee (CET) serves within the engineering staff of the Bureau of Investigation and Enforcement, performing a range of pipeline safety engineering assignments. These tasks require the interpretation and application of standard engineering techniques, procedures, and guidelines, along with sound engineering judgment to assess regulatory compliance. This entry-level position is responsible for the enforcement of the Public Utility Commission Laws and pipeline Safety Rules and Regulations of the Commission and the U.S. Department of Transportation as they apply to the pipeline operators under the jurisdiction of the Public Utility Commission. Work will be completed under the direction of the supervisor or senior engineering staff performing preliminary pipeline safety investigations. The employee shall draft an inspection report with findings and recommend further action steps needed by the utility to achieve compliance. Work is reviewed in-progress and upon completion for technical adequacy, completeness, overall quality, and attainment of objectives.

Requirements

  • One year of civil engineering experience and a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • A bachelor's degree in civil engineering or a closely related field that includes or is supplemented by major coursework in civil engineering.
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.
  • This position also requires possession of a valid driver's license which is not under suspension.
  • You must reside in or be willing to relocate to Bucks, Delaware, Chester, Philadelphia or Montgomery county within 6 months.
  • Enrollment and completion of designated PHMSA Training and Qualifications (T&Q) courses in Oklahoma City, OK will be required upon hire.
  • You must be able to perform essential job functions.
