About The Position

Kimley-Horn's Raleigh, NC (North Carolina) office is seeking an experienced Civil Engineer specializing in Traffic Signals to support and grow our traffic engineering and operations practice. This role is ideal for a licensed Professional Engineer with deep technical expertise in signal design and a strong understanding of the full lifecycle of signal projects—from planning and design through construction and implementation. You will work closely with public agency clients, lead technically complex projects, contribute to business development efforts, and mentor staff while delivering high‑quality traffic signal and intersection solutions.

Requirements

  • Bachelor’s degree in Civil Engineering or related field
  • Registered Professional Engineer (PE)
  • 8+ years of relevant experience delivering traffic signal and traffic engineering projects
  • Demonstrated experience managing and delivering signal design projects from concept through construction
  • Strong understanding of the full lifecycle of traffic signal projects
  • Experience working directly with clients and public agencies
  • Proven ability to support or lead business development efforts, including proposal writing and budgeting
  • Experience working with local agencies and/or municipalities

Nice To Haves

  • Experience designing pavement marking plans
  • Experience designing temporary traffic control (TTC) plans
  • Experience designing signal communication plans and splice details
  • Experience designing intersections and curb ramps , including ADA considerations
  • Experience performing signal timing optimization
  • Experience with lighting design

Responsibilities

  • Lead and deliver traffic signal design projects, including planning, design, and construction support, for a variety of public-sector clients
  • Serve as a project manager and technical lead, managing scope, schedule, budget, and quality control
  • Prepare and review traffic signal plans, specifications, and estimates
  • Develop and manage proposals, scopes of work, and project budgets; support client interviews and pursuits
  • Maintain and grow client relationships with local agencies and municipalities; serve as a trusted technical advisor
  • Coordinate with multidisciplinary teams, including roadway, planning, ITS, and construction staff
  • Provide mentorship and technical guidance to engineers and designers
  • Contribute to the growth of the TPTO practice through business development, marketing, and thought leadership
