About The Position

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation. GENERAL PURPOSE Under direction, performs complex professional engineering work in the research, planning, design and construction of waterworks capital and/or maintenance projects; coordinates the work of professional and technical staff; and performs related duties as assigned. The ideal candidate is a highly skilled and dedicated professional engineer with deep expertise in water system planning, hydraulic modeling, planned and unplanned shutdown analysis, and the design and execution of complex operational projects. They demonstrate strong judgment, initiative, and problem-solving abilities, routinely applying advanced engineering principles to ensure efficient system performance and reliable water delivery. This individual excels in coordinating and communicating across multidisciplinary teams, responding quickly and accurately to operational needs, and mentoring technical staff to strengthen group capability. They take personal ownership of results, anticipate challenges, and consistently deliver high quality work—often under tight timelines and evolving system conditions. Their mastery of hydraulic modeling enables measurable improvements in water quality, operational reliability, and cost efficiency, and they are recognized as a trusted resource who embodies integrity, service, excellence, and respect. Committed, collaborative, and technically exceptional, this engineer drives continuous improvement while supporting both immediate operational needs and long-term system planning.

Requirements

  • Knowledge of: Theory, principles and practices of civil engineering design and construction; principles of physics and mathematics applicable to civil engineering; principles and techniques of management and supervision, including goals and objectives development and work planning and organization; principles and practices of contract administration and project management and evaluation; principles, modern techniques and equipment used in design, construction and maintenance of various public works projects, including land surveying; strength, properties and uses of construction materials; legal guidelines for public works engineering; public relations; micro-computer applications pertaining to the work.
  • Ability to: Review, prepare or direct the preparation of complex plans, specifications and legal contracts; prepare and evaluate engineering studies of large projects; perform difficult technical research and analyze complex engineering and mathematical problems, evaluating alternatives and recommending or adopting effective courses of action; perform accurate engineering calculations and cost estimates; motivate and evaluate assigned staff and provide for their training and professional development; communicate effectively, orally and in writing; prepare clear, concise and accurate reports, drawings, maps, notes, correspondence and other written materials; establish and maintain effective working relationships with those encountered in the course of the work.
  • Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a degree in civil engineering; and three years of responsible professional civil engineering experience, preferably in a water utility; or an equivalent combination of training and experience.
  • Licenses; Certificates; Special Requirements: Some positions may require a valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
  • Civil Engineer P.E.: Certificate of registration as a Professional Engineer issued by the State of Nevada.
