About The Position

Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country and in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually. The Aviation Department has a vacancy for a Civil Engineer III position. This position manages consultants, may supervise City staff, and performs project management duties for the Aviation Department Capital Improvement Program (CIP). CIP projects may include project design, cost estimating, construction administration and supervision of the design and inspection of construction activities to ensure compliance with standards, contracts, construction plans, and specifications for CIP projects. The Civil Engineer III position requires knowledge in both airport and other city buildings, and civil design/construction with experience in budget estimating, specification writing, plan review, scheduling, and financial controls. This position oversees and coordinates the management of civil engineering plans, reviews, designs, and construction contracts on small to multi-million-dollar projects, performing project management on capital improvement projects such as runways, taxiways, aprons, airport terminals, parking garages, and other airport buildings. Project management can include cost evaluation, schedule analysis, contract scoping, and change orders. Plan review includes water, sewer, paving, concrete, grading and drainage design, architectural, mechanical, electrical plumbing, structural, and special systems. Reads, reviews, and interprets plans/drawings and specifications, and advises on technical aspects. Must have the ability and willingness to manage federal and state grant-funded projects.

Requirements

  • Four years of experience in the practice of civil engineering or architecture.
  • One year of experience supervising professional and technical staff.
  • Bachelor's degree in civil engineering or a related engineering degree.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering or architectural engineering.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
