About The Position

Civil Engineer II/III – Street Preservation Program The City of Olathe is seeking a skilled and motivated Civil Engineer to join our Street Preservation Program team. This role offers hands-on experience in public sector engineering and the opportunity to contribute to the maintenance and improvement of municipal infrastructure while working alongside experienced professionals. About the Role As part of our dynamic engineering team, you will play a key role in managing, maintaining, and repairing over 1,300 lane miles of street pavement, including associated curbs and sidewalks. The City prioritizes projects annually to maintain a Pavement Condition Index (PCI) of at least 70, utilizing various pavement preservation strategies such as crack sealing, micro surfacing, mill and overlay, and complete reconstruction. Funding for these projects comes from the Capital Improvement Plan, Street Maintenance Sales Tax, and additional sources such as grants. This position is designed as a two-level career progression, allowing candidates to enter at either the Civil Engineer II or Civil Engineer III level, depending on experience and qualifications. The Civil Engineer III acts as the project manager for design and construction of projects. Project scopes may include street preservation, street reconstruction, stormwater systems, water and wastewater systems, treatment facilities and rehabilitation projects, including inflow and infiltration (I&I) reduction. The Civil Engineer III is the top level of a two-level career progression of Civil Engineer II - III.

Requirements

Civil Engineer II: At least two years of experience in civil engineering, project management, or a related field. Strong internship experience in municipal or transportation engineering may also be considered.
Civil Engineer III: At least four years of experience in civil engineering, project management, or a related field.
Must be a registered Professional Engineer (PE) in the state of Kansas or be able to obtain a PE within six months of employment.
Candidates without a PE license or less than four years of experience are encouraged to apply for the Civil Engineer II position.
A valid driver’s license and a favorable driving record is required.
Experience: Four or more years of engineering and project management experience is required.
Education: A bachelor’s degree with major coursework in civil engineering or a related field is required.
Licenses & Certifications: Must be a registered Professional Engineer (PE) in the State of Kansas or be able to obtain a PE license in the State of Kansas within six months of employment.
A valid driver's license with a favorable driving record is also required.

Experience working in a municipality or Public Works Department is preferred.
Additional relevant experience may be substituted for education.

Responsibilities

Oversee and manage street preservation projects from planning to completion.
Collaborate with internal teams and external contractors to ensure project success.
Conduct pavement condition assessments and develop maintenance strategies.
Manage project budgets and funding sources, including grant applications.
Provide technical expertise and guidance on municipal infrastructure projects.
Serves as the Project Manager for assigned projects with supervisory oversight, directing all project activities; negotiates with consultants on project scope and fee, managing the project funding, schedule, quality assurance and construction management.
Reviews consultant-produced engineers plans, technical documents, and reports for new or re-construction involving roadways, geometric improvements, traffic signals, streetlights, water, sanitary, and storm systems, traffic control and construction phasing for conformance with City of Olathe technical specifications, design criteria and applicable codes and ordinances.
Collaborates with construction inspectors in the interpretation of plans and resolution of problems during construction; reviews plans for compliance with original specifications and approves necessary changes.
Communicates consistently with project stakeholders both internally and externally.
Prepares and/or provides review of interlocal agreements, consultant contracts, and other related agreements and contracts required in the process of completing assigned projects; coordinates the preparation and execution of these documents with adjoining cities, Johnson County, Kansas Department of Transportation (KDOT), Kansas Department of Health and Environment (KDHE) and other agencies.
