About The Position

I & II Under general supervision, this position is responsible for the design, construction, and completion of engineering plans and details for a variety of projects such as utilities, street, drainage, and related infrastructure. The position provides technical support in the preparation of plans, specifications, and estimates, performs independent plan reviews of other’s work, including both in-house designers as well as outside consultants; performs technical studies and investigations and produces resulting reports as required by the assigned department; and supervises subordinates including design staff. III Under limited supervision, this position is responsible for the design, construction, and completion of engineering plans and details for a variety of projects such as utilities, street, drainage, and related infrastructure. The position provides technical support in the preparation of plans, specifications, and estimates, performs independent plan reviews of other’s work, including both in-house designers as well as outside consultants; performs technical studies and investigations and produces resulting reports as required by the assigned department; and provides direction and instructions to Engineering Assistants, CAD Technicians, and Project Representatives. Position may require supervision of other engineers and technical staff as conditions warrant.

Requirements

  • CE-I Requires a Bachelor of Science Degree in Civil Engineering or a related field from an accredited 4-year college or university.
  • Certification as an Engineer-in-Training (E.I.T.) or Certification must be obtained within one year.
  • Working toward or obtained P.E. Registration.
  • Valid Texas Driver’s License required.
  • CE-II Requires a Bachelor of Science Degree in Civil Engineering or a related field from an accredited 4-year college or university.
  • Certification as a Texas Professional Engineer required. If registered in another state, obtain registration in Texas within one year.
  • Certifications in fields specific to the assigned department such as Flood Plain Management, preferred.
  • Valid Texas Driver’s License required.
  • CE-III Requires a Bachelor of Science Degree in Civil Engineering or a related field from an accredited 4-year college or university and a minimum of eight years of municipal or government engineering experience.
  • Certification as a Texas Professional Engineer required. If registered in another state, obtain registration in Texas within one year.
  • Certifications in fields specific to the assigned department such as Flood Plain Management, preferred.
  • Valid Texas Driver’s License required.
  • I, II Strong mathematical skills and specialized training in the operations of the assigned department of specific area of responsibility for this position.
  • Ability to use industry specific software including Autodesk, Geo-Pak, MicroStation, Bentley Design, HEC-RAS and design software including Engineering/CADD Software programs.
  • Ability to operate computers for data entry and word processing.
  • Strong verbal and written communication skill.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • III Extensive knowledge of hydraulics, surveying, water and wastewater treatment and computer hydraulic analysis programs.
  • Strong mathematical skills and specialized training in the operations of the assigned department of specific area of responsibility for this position.
  • Ability to use industry specific software including Geo-Pak, MicroStation, Bentley Design, HEC-RAS and design software including Engineering/CADD Software programs.
  • Ability to operate computers for data entry and word processing.
  • Strong verbal and written communication skill.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.

Responsibilities

  • Responsible for project development and project management for work involving street, drainage, water, and wastewater improvements, as well as related infrastructure.
  • Prepares preliminary estimates for capital improvement planning.
  • Prepares project designs including verifying topographical information, reducing field notes, proposing, and calculating grades and alignments, proposing drainage areas, and presentation of the design in construction documents.
  • Designs storm water management systems using drainage basin hydrology and hydraulic analysis of storm sewers, inlets, culverts, channels, and detention facilities.
  • Design water and wastewater systems including water mains, sewer mains, pumping systems, water treatment, wastewater treatment, sludge handling, water wells, and water storage.
  • Reviews plans for compliance with Storm Water Management Criteria Manual and pertinent state and federal regulations.
  • Makes site visits to inspect construction work.
  • Prepares documents, utility easements, and construction easements for projects.
  • Provides direction to CADD personnel including instruction on mathematical calculations and quantity determination as needed.
  • Reviews cut sheets.
  • Prepares bid documents.
  • Prepares final construction cost estimates.
  • Reviews plans submitted by in-house and outside engineers for correct design and conformance to the City of Amarillo specifications.
  • Works with the contractors concerning field change orders for the projects.
  • Provides direction to Construction Managers and Project Representatives on construction related issues.
  • Coordinates with survey crews for information gathering in the field.
  • Provides the City Engineer, Assistant City Engineer, and other departments with technical support on projects including long -range planning, preliminary design, investigations, estimates and recommendations.
  • Provide the department heads with weekly updates on projects and progress.
  • Works directly with local agencies including but not limited to TxDOT, BNSF RR, public and private utility companies and similar agencies concerning their design requirements when a project requires permits and/or the agency’s permission.
  • Attends internal and external meetings.
  • Performs other job-related duties as assigned.
  • Tracks assigned projects giving sufficient and complete detail of timelines, overruns, and impediments to complete; reports the status of assigned projects on an ongoing basis, recommends, and adjust work plans as needed to complete the work in a timely and complete manner.
  • Provides professional engineering design services for the City of Amarillo including but not limited to hydraulics, water mains and sewers, pumping systems, water and wastewater treatment, water storage, water well designs, sludge handling and disposal, streets, and other roadways.
  • Responds to citizen’s request for service and complaints in a timely and courteous manner.
  • Reviews plans from other City Divisions for correctness with standard specifications.
  • Reviews plats, site plans, and construction plans within the development review process in regard to conformance with engineering standards and specifications, and conformance with city ordinances and policy.
  • Performs work on special assignments as required.
