About The Position

The Civil Engineer I/II for Water and Sewer Development Review is the primary point of contact within the Water and Sewer Department with Community Development and Engineering Development Review for potential development coming to Greeley. The position is responsible for ensuring that water and sewer design standards are met in new development projects, coordination of oversizing and cost sharing agreements, review of development agreements, and infrastructure requirements for specific developments. This requires a good understanding of how the City’s development process functions and the role that Water and Sewer plays within it. The employee must have the ability to quickly analyze a development plan or proposal and identify the relevant codes and city policies that apply. The employee will support the department in modelling potential expansion or rehabilitation of water and sewer systems across the City to support development. Good communication skills are critical to clearly convey the water, sewer, non-potable, and raw water needs to both the development applicant and other city staff in Community Development and Public Works. Good customer service is a required skill as timely and politically sensitive interactions with development customers are core component of the job. The Civil Engineer I/II for Development Review will also assist the Water & Sewer Department with the implementation of the capital improvement program through some limited project management activities. Activities may include, but are not limited to, cost estimating, budgeting, management of projects, and field investigations. For the projects the employee is managing, the Engineer I/II will ensure construction activities meet City requirements, controlling the timelines, costs, and quality. This position requires a self-motivated person with sound judgment, problem solving skills, and abilities to work in collaboration with different project team, contractors, and the public.

Requirements

  • Bachelor’s degree (four-year degree) in civil engineering, construction management or Building Science, or a related field from an ABET (Accredited Board for Engineering and Technology) college or university
  • General understanding of civil engineering, utilities infrastructure, and water and sewer system rehabilitation
  • One (1) or more years of experience working with GIS, InfoWater, Infoworks ICM, MS Project and Excel
  • One (1) to four (4) years of experience working as a Development Review Engineer or in a closely related field
  • Colorado Professional Engineer (PE) or Engineer in Training (EIT) certification, or the ability to obtain Colorado Professional Engineers (PE) license within one year. If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.
  • Four (4) plus years of experience working as a Development Review Engineer or in a closely related field
  • Colorado Professional Engineer (PE) Certification or the ability to obtain Colorado Professional Engineers license within one year. If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.
  • Knowledge of permitting requirements including the FEMA floodplain and Colorado Department of Public Health and Environment

Nice To Haves

  • Master’s degree from an ABET accredited college or university
  • At least two (2) years of experience working as a development Review Engineer or in a closely related field preferred
  • One (1) or more years of experience working with GIS, InfoWater, Infoworks ICM
  • OR A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job
  • AND Possession of a valid driver’s license

Responsibilities

  • Ensure development plans and proposals comply with city code, state, and federal regulations.
  • Collaborate with various city departments, contractors, consultants, and the public.
  • Gather, review and track all information from contractors and developers:
  • Proactively address project issues, assessing situations to determine the importance, urgency and risks, making clear decisions which are timely and in the best interests of Water & Sewer.
  • Schedule and attend weekly site meetings with contractors, developers, operations, and/or engineering project team.
  • Attend regular internal project meetings.
  • Knowledge of water & sewer construction from a planning perspective
  • Excellent problem-solving skills, including the ability to: Assess problem situations to identify causes Gather and process relevant information Generate possible solutions Make recommendations Resolve the problem
  • Big picture understanding the objectives of water and sewer, crucial prioritization, risk-assessment and mitigation, and high-level decision-making
