About The Position

This is an exempt position under the direction of the Director of Stormwater. The Civil Engineer-Drainage is responsible for the planning, design and construction management of drainage facilities within the City and for providing engineering and technical support related to the operation and maintenance of City stormwater infrastructure.  The Civil Engineer-Drainage also conducts reviews of drainage reports, plans, and specifications submitted by private developers for new development within the City.  The Civil Engineer-Drainage directly supervises employees in the roles of Associate Engineer I and Associate Engineer II within the Stormwater Division.  In addition, the incumbent is expected to work with project team members in various City departments to achieve successful project outcomes. This job description is an overview and is intended to describe the general nature and level of work being performed.  It is not intended to be an exhaustive list of all the functions and tasks required of the position.

Requirements

  • Knowledge of current drainage analysis and design methods, practices and procedures
  • Knowledge of erosion control measures
  • Ability to successfully work with engineers, developers, contractors, and the public on drainage and related issues
  • Ability to analyze and develop floodplain information
  • Knowledge of drainage system maintenance policies
  • Knowledge of GIS and stormwater modeling software
  • Ability to effectively supervise professional and technical level employees in the execution of a project
  • Ability to work successfully with and provide good customer service to superiors, other City employees, the public, and other agencies and organizations
  • Ability to use software tools to perform data analysis, author and edit written documents, manage assigned work, review technical submittals and applications, and perform other assigned tasks
  • Knowledge of AutoCAD software for the preparation of construction documents
  • Ability to communicate effectively both orally and in writing in English
  • Ability to perform all job duties in a safe manner
  • Employee must possess one of the following: An ABET-accredited bachelor's degree (or higher) in any engineering field; OR A bachelor's degree (or higher) from an accredited college or university in Construction Management, Civil Engineering Technology, Mechanical Engineering Technology, or other Engineering Technology field.
  • At least two (2) years of experience in the field of civil engineering, including a minimum of one (1) year of experience in stormwater engineering, management and oversight of construction projects in the public right-of-way, and/or development of stormwater-related construction project scopes of work to include preparation of drawings and specifications.
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
  • Ability to obtain licensure as a professional engineer in the State of Colorado within five (5) years of appointment.

Responsibilities

  • Performs hydrologic analysis and develops designs for drainage systems for City projects, including storm sewers, inlets, manholes, detention ponds, outlet control structures, channels, erosion control measures, etc.
  • Reviews and approves new products used in drainage systems and for erosion control
  • Prepares or reviews master drainage plans
  • Develops flood proofing measures for structures
  • Attends meetings and works with the public and other agencies and city departments on drainage issues
  • Develops maintenance policies and procedures for drainage facilities and storm maintenance crews
  • Works with Public Works Asset Coordinator and City GIS staff to update and maintain inventory, condition assessment data, and other information related to the City's stormwater infrastructure assets
  • Updates the City's drainage design criteria and policies as needed
  • Prepares contract bid documents, specifications, cost estimates and design documents
  • Reviews drainage plans submitted for commercial sites, subdivisions and annexations
  • May perform duties of similar classifications of an equal or lower pay grade as required
