Purpose of the Role The Discipline Manager is responsible for developing, managing, and expanding the technical practice of the civil team to meet the project delivery needs of the E&R BOU. This includes responsibility for assigning qualified individuals to E&R projects, ensuring the quality of discipline deliverables, maintaining appropriate staffing levels to suit backlog, providing strategic direction of the team including technical practice expansion in global design centers, overseeing training and professional development of team members, ensuring adherence to technical standards and work processes appropriate for the discipline and performing effective collaboration. The Civil Discipline Manager key responsibilities include, but are not limited to the following:

Requirements

  • Advanced understanding of civil engineering design specifications, analytical tools and software, industry standards, practices, and applicable codes/regulations.
  • Familiarity with Civil design and CAD software (Autodesk and Bentley products) including Civil 3D, AutoCAD, and MicroStation.
  • Familiarity with a wide range of project delivery models-including E, EP, EPC, EPCM and well-versed in basic project management practices.
  • Demonstrated leadership competencies – act as a highly regarded leader, thought partner and, a trusted advisor.
  • Strong organizational skills and ability to work across multiple offices and geographies while managing competing priorities.
  • Demonstrated passion for exceptional project delivery and proven accountability of delivering on commitments.
  • Exemplary communication skills to effectively interface with all team members.
  • Demonstrate a continuous positive attitude and sincere desire to collaborate as part of a global team to create solutions and maximize the effectiveness of how work is executed.
  • Holds paramount corporate HSSE requirements and promotes a culture of HSSE excellence.
  • Bachelor’s degree in civil engineering from an accredited university.
  • At least 15 years of civil engineering and design work experience related to E&R projects.
  • Proven technical leader within the discipline of Civil Engineering and Design.
  • Professional Engineering designation in home jurisdiction with eligibility for registration in other jurisdictions.

Nice To Haves

  • Experience across multiple sectors and geographies is an asset.
  • Additional familiarity with other related software including Global Mapper, ArcGIS, PCSWMM and HEC-RAS is an asset.

Responsibilities

  • Identifies overall goals and establishes priorities for the department in conjunction with the Delivery Leader of E&R Delivery Center.
  • Establishes Key Performance Indicators (KPIs) with associated leading and lagging performance indicators.
  • Works closely with BC leadership, project management and sector leadership to identify project delivery resource needs.
  • Through close coordination with all BCs in E&R and global design centers, establishes technical practice growth strategies including recruitment, expanded global collaboration and implementation of processes to develop qualified technical personnel to support projects across the entire BOU.
  • Creates a culture of collaboration and teamwork, including fostering growth of our Global Delivery Centers.
  • Ensures Health, Safety, Security and Environment (HSSE) remain the highest priority in all activities.
  • Maintains budgeted utilization levels for the team and maintains a personal utilization of 30%.
  • Develops and implements targeted discipline training programs and budgets with specific focus on maximizing the effectiveness of the civil team to support all project types across E&R.
  • Responsible for team members’ development and guidance, including performance monitoring and evaluation, coaching for high performance, initiating performance improvement measures, setting goals and objectives, conducting salary reviews, and supporting training and career development.
  • Responsible for recruiting talent through internal and external searches, ensuring the appropriate staff mix with a clear line of sight to current and future talent needs.
  • Assists discipline team members by working with BCs to ensure project execution plans - including agreed scope, schedule, and budget - are in place and clearly understood by all team members.
  • Ensures projects are staffed with the appropriate resources and skill sets to achieve project objectives.
  • Continuously reviews discipline budget and schedule performance indicators and takes appropriate action to improve performance.
  • Reviews and provides input to project design criteria, design basis, work scopes, technical documents, cost estimates, schedules, change orders and other project related documents to ensure the civil discipline has clear direction for project execution.
  • Facilitates client satisfaction by ensuring client needs and concerns are addressed on a regular basis by working closely with the project discipline leads, project managers, project engineers, and account managers.
  • Contributes to proposals by preparing or reviewing job hours estimates, assumptions, deliverables and by ensuring the nomination of a well-balanced team, including Global Delivery Center resources.
  • Continuously reviews discipline quality and adherence to established processes on project deliverables and takes proactive measures to improve performance.
  • Works with all members of the civil community (Delivery Center, BCs, Technical Community Practice Leaders, Subject Matter Experts, etc.), providing technical support and ensuring designs comply with the latest applicable codes, project specifications, and standards.
  • In collaboration with the Delivery Leader and BOU Leadership, initiates and provides support for the development, implementation and maintenance of existing and new design guides, design standards, design specifications, checklists, procedures, and processes.
