About The Position

The Civic Engagement Manager develops and executes DHF’s legislative and advocacy campaigns, voter engagement projects, and civic participation efforts at the local, state, and national levels. This position plays a key leadership role within the organization and is responsible for advancing DHF’s long-term policy agenda, electoral engagement strategies, and coalition-building efforts.

Requirements

  • Bachelor’s degree or equivalent required.
  • Minimum five (5) years of leadership experience in civic engagement or electoral campaigns.
  • Experience supervising and managing teams.
  • Experience in legislative advocacy at local and state levels.
  • Strong writing, editing, leadership, and strategic thinking skills.
  • Established network within civic participation community.
  • Experience with civic and voter engagement technologies and platforms.
  • Ability to thrive in a fast-paced environment and work with diverse communities.

Responsibilities

  • Work across departments (HR, Finance, Organizing, Communications) to implement all aspects of GOTV programming.
  • Launch and oversee voter registration, canvassing, phone banking, ballot curing, and voter protection activities.
  • Recruit, train, and manage volunteer canvassers and supervise Team Leads and paid canvassing teams.
  • Develop and implement strategic precinct targeting and coordinate campaign materials distribution.
  • Collaborate with Communications team on press and digital outreach strategies.
  • Monitor political developments influencing campaign strategy and outcomes.
  • Ensure budget compliance, financial tracking, daily reporting, and post-campaign evaluation.
  • Track state and regional political conditions, legislation, ballot measures, and policy developments.
  • Develop recommendations to the Board regarding policy positions and legislative priorities.
  • Oversee development and execution of tactical campaign plans leveraging coalition and grassroots power.
  • Develop policy analysis supporting the organization’s long-term agenda.
  • Build and manage strategic relationships with partners, labor, elected officials, and research institutions.
  • Represent DHF in coalition, government, partner, and community events.
  • Oversee development and implementation of voter registration and outreach campaigns.
  • Lead cross-functional coordination among Civic Engagement, Organizing, Communications, HR, and Finance teams.
  • Engage community members and stakeholders in campaign development and implementation.
  • Ensure alignment between grassroots organizing and legislative strategy.
  • Establish and maintain collaborative partnerships at local, regional, and statewide levels.
  • Represent DHF in coalition spaces and collaborative tables.
  • Maintain relationships with elected officials, legislative offices, labor partners, and civic organizations.
  • Ensure compliance with budget and financial tracking requirements.
  • Oversee daily team reporting and post-campaign evaluations.
  • Maintain accurate documentation of legislative tracking and campaign progress.
  • Utilize voter databases, organizing platforms, and project management tools.
