About The Position

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The Response Division is NYCEM's 24/7 operations arm and is responsible for monitoring and responding to incidents across the five boroughs. Response Bureau personnel are the agency's frontline staff for alerting the public and City agencies, initiating on-scene NYCEM response, and providing ongoing coordination during emergencies. Response also supports interagency coordination and planning for special/planned events throughout the city. NOTE: This position is part time. The selected candidate will be limited to two tours a week, at 7 hours each for a maximum of 14 hours a week. Field Operations provides on-scene interagency coordination at emergencies of increasing complexity and magnitude and provides expertise in Emergency Management to the Command Element during emergency responses and recovery operations, as well as planned events. The Field Response Unit is staffed by Citywide Interagency Coordinators who deploy to incidents to ensure timely and efficient progress, event resolution, and eventual recovery. NYCEM Field Response also includes NYCEM's drone unit and provides vital situational awareness for emergency incidents and UAS coordination across City public safety agencies. The Response Support Unit is responsible for interagency coordination for planned events across the city, providing essential support during major events such as the Macy's Thanksgiving Day Parade, New Year's Eve, and many other high-attendance celebrations. Citywide Interagency Coordinators work within the Field Response Unit.

Requirements

  • A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
  • A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
  • Candidates must be authorized to work in the United States without employer support to be eligible for selection.
  • The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.

Nice To Haves

Responsibilities

  • Provide expertise in Emergency Management during emergency responses and recovery operations to ensure timely and efficient progress of incidents, event resolution and eventual recovery.
  • Respond promptly and safely to citywide incidents and events and/or for administrative assignments as requested through the NYCEM Operations/Field Response chain of command.
  • Communicate clearly and promptly through various means with NYCEM command elements.
  • Facilitate on-scene Interagency Meetings for incidents or events.
  • Support multiagency responses and disaster mitigation, response, and recovery while in the field.
  • Identify and report the need for additional Response Unit personnel, including but not limited to CIC’s, the RTS and senior level management for dynamic, large-scale, or significant events or incidents.
  • Operate in austere conditions for an extended period of time.
  • Utilize complex communications and mobile command equipment.
  • Perform all duties and responsibilities based on individual experience, knowledge, and training from NYCEM and/or a home agency, but also within reasonable accordance of ICS (Incident Command System), CIMS (Citywide Incident Management Systems), Response Operations Guidelines (ROGs), and applicable plans, procedures, or protocols.
