About The Position

Supervises the daily activities of City Inspectors. Manage, administer, and coordinate the inspection process through the interpretation and application of related codes, policies, specifications, and standards. The salary range for this position is $87,200.00- $126,500.00 per year with a hiring range of $87,200.00 - $106,800.00 , depending on qualifications and experience. As the City Inspection Supervisor, you will play a pivotal role in upholding regulatory standards and enhancing the quality of life for our residents. You will lead a dedicated team of inspectors; overseeing the inspection process for capital projects, as well as residential, commercial, and industrial developments to ensure compliance with construction standards and safety regulations. Requirements

  • Required Education: Some college coursework in Engineering, Construction Management, or related field.
  • Required Experience: 8 years experience performing inspections and the documentation of the quality and quantity of materials placed on urban street and storm drainage projects. This work should have included the installation of soils; hot mix asphalt; flatwork and structural concrete; pipe, trenching, manholes, drainage inlets, hydraulic structures and erosion control measures.
  • Must possess a valid driver's license.
  • Demonstrated knowledge of standard engineering and construction practices and methods.
  • Interpret and apply codes and ordinances, read construction documents, and enforce regulations.
  • Clear and proficient communication both verbal and written.
  • Prepare written reports and review comments.
  • Must be a proficient problem solver and effective in conflict resolution.
  • Works with contractors and developers, as well as citizens.

Nice To Haves

  • Preferred Experience: 3 years Supervisory experience.
  • Possess an understanding of street signing and striping as described in the Manual on Urban Traffic Control Devices related to construction activities preferred.
  • Thorough understanding of construction materials inspection, sampling and testing as described in the Larimer County Urban Area Street Standards, Colorado Department of Transportation Standard Specifications for Road and Bridge Construction, or a comparable materials manual preferred. This will typically include, but not be limited to sampling and testing soils, aggregates, asphalt mixes, and concrete for compliance with project specifications by those methods easily accomplished in a field materials laboratory.
  • Understanding of Americans with Disabilities Act specifications and Public Right-of-Way Access Guidelines preferred.
  • Experience with ESRI ArcGIS and AutoCAD preferred.
  • Experience with surveying using engineer's level or total station preferred.
  • Current or previous certification in LabCAT and/or ACI preferred.

Responsibilities

  • Manage and track the daily inspection needs of the Public Works Department and private utility companies working in the Right-of-Way.
  • Enforce Municipal Ordinances regulating construction, safety, and site development.
  • Provide interpretation, explanations, and clarifications of, as well as information on, adopted codes and ordinances to inspectors, engineers, contractors and the public.
  • Review and recommend/implement changes to the policies and procedures related to inspection performance and documentation for the effective and efficient operation of the inspection process.
  • Communicate with developers, consultants and stakeholders to ensure understanding and compliance with regulations.
  • Coordinate with various departments and consultants on recommendations pertaining to design and construction standard changes.
  • Collaboration internally and externally regarding engineering and development requirements.
  • Assist City Inspectors with interpretations of adopted codes, specifications and amendments.
  • Read, interpret, and enforce applicable transportation and storm drainage construction standards, construction drawings, working plans, and maps.
  • Provide technical information to contractors and the general public.
  • Respond to requests from citizens, City staff as well as the development/construction community regarding all phases of development.
  • Perform cost estimates of projects for escrow, tracking quantities to ensure that budgets are not exceeded.
  • Perform field inspections as necessary and evaluates jobsites for compliance with all applicable regulations and standards.
  • Perform complete and professional construction inspection duties to determine acceptance and compliance with City standards and specifications by rendering objective and impartial decisions in a firm and tactful manner for construction in City right-of-way.
  • Conduct regular meetings with inspection staff to foster a culture in line with City expectations.
  • Provides guidance to support staff in the collection of field information and design work.
  • Assists in locating needed information.
  • Assists with city maintenance programs.
  • Participate in the development and monitoring of the inspection.
  • Assist during emergency operations.
  • Ensures safety programs and policies are exercised.
  • Operate survey equipment to check grades and have the ability to measure constructed materials to determine quantities.
  • Represent Public Works in meetings with contractors, developers, and the public.
  • Performs other duties as assigned.
