About The Position

The Citizen Services Representative provides entry level professional administrative support and staff assistance to Executive Office staff, with a primary role in managing the agency's Freedom of Information Law (FOIL) function. This position involves coordinating the request process, maintaining the Department's Open FOIL database, providing guidance on FOIL policy, and ensuring effective communication with agency staff and external stakeholders. The representative will also prepare various reports and documents, perform special projects, and provide backup office support for Executive Staff.

Requirements

  • Bachelor's degree and two years of professional experience in administrative support or management of an office.
  • Four years of specialized experience or an associate's degree and two years of specialized experience may substitute for a bachelor's degree.
  • J.D. or master's degree may substitute for one year of specialized experience.
  • Ph.D. may substitute for two years of specialized experience.

Nice To Haves

  • Experience within the C-Suite of an organization, within the executive office of a government agency, or within a law firm.
  • Experience administering and coordinating aspects of Freedom of Information Law (FOIL) requests and responses for a governmental agency.
  • Proficiency with MS Word, Excel, Outlook, and Adobe Pro.
  • Experience with Granicus software platforms and proficiency with web-based meeting and scheduling platforms, such as WebEx, MS Teams, and Zoom.

Responsibilities

  • Participate in management and administration of DOS Freedom of Information Law (FOIL) function.
  • Coordinate aspects of the request process, including intake, tracking, and program assignment/distribution.
  • Administer and maintain the Department's Open FOIL database.
  • Provide technical and programmatic guidance to DOS programs and divisions on FOIL policy, procedure, and protocols.
  • Consult with agency FOIL Counsel to interpret FOIL law and provide accurate information.
  • Ensure users of the FOIL processing system are proficient and respond to FOIL requests effectively.
  • Liaison with Executive Chamber FOIL staff and DOS Executive Staff.
  • Prepare and maintain various programmatic spreadsheets, reports, and documents.
  • Perform special projects as directed by Executive staff.
  • Provide backup office support for Executive Staff.
