About The Position

The Choice Neighborhood Initiatives (CNI) Manager, for the Housing Authority of the City of Pittsburgh (HACP) will utilize strategic community building and organizing techniques to engage residents of public housing and its surrounding neighborhoods as well as neighborhood stakeholders for purposes of establishing, promoting and enhancing resident engagement, strategic assessment, and community partnerships during redevelopment planning and development processes for residents of various City of Pittsburgh communities as they engage and the formal planning and/or implementation of Choice Neighborhood Initiatives. HACP currently manages multiple CNIs in various stages of implementation or planning.This includes the communities of Larimer, Allegheny Dwellings and Bedford Dwellings. Key constituencies will include but are not limited to neighborhood residents, property and business owners, police department, city departments, elected and appointed officials, church leaders, service providers, nonprofit and for-profit developers, educational institutions, and philanthropic institutions. All activities must support the Housing Authority of the City of Pittsburgh mission, strategic goals and objectives.

Requirements

  • Bachelor’s degree in Social Sciences, Public Administration, Social Work or a related field and a minimum of 5 years’ experience working in program coordination, program or facility management, or social services.
  • Previous experience working with HUD funded resident engagement programs such as Choice Neighborhoods or HOPE VI.
  • Will consider other equivalent combination of education and work experience, which will result in the required skills, knowledge and abilities.
  • To perform this job successfully, an individual must have strong computer skillsand must be proficient in Microsoft Office applications (MS Word, Excel, andOutlook).
  • Must have the ability to learn other computer software programs asrequired by assigned tasks.
  • Individual must also be proficient in website content management and have understanding of how to use digital media to enhance agency-wide communication applications.
  • Employees must have access to 24 hour reliable internet service.
  • Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.

Responsibilities

  • Serve as a liaison between administration, HACP programs, community stakeholders, service providers, tenant councils and residents.
  • Coordinate, develop and facilitate implementation of on-site programs.
  • Take a leading role in coordinating resident-focused planning efforts for various HACP redevelopment initiatives.
  • Manage inter-governmental initiatives held in conjunction with long-term repositioning and redevelopment efforts, primarily focused on the HACP’s CNI and similar initiatives.
  • Assists the Choice Neighborhoods Initiative Director with the organization and planning of partnership activities and stakeholder engagement.
  • Conduct routine evaluation of program performance and prepare subsequent reports.
  • Manage and foster working relationships with partner organizations such as Allegheny County Dept. of Human Services, Dept. of Welfare, and others.
  • Coordinate a collaborative process for addressing issues of neighborhood housing quality, public safety, economic development, small business development financing, neighborhood developmental reviews and potential community displacement impact.
  • Serve as liaison between the CNI program stakeholders and HACP’s public housing residents and tenant council leaders in the implementation of the CNI plan objectives, as outlined in the guiding documents for HACP’s various CNIs.
  • Serve as an advocate for the participating HACP’s public housing communities regarding all aspects of the HACP’s various CNI plans.
  • Represent the HACP at appropriate meetings, presentations and community events, as needed.
  • Collaboratively develop and implement time specific plans to resolve identified community issues that arise in the CNI implementation process.
  • Assist with the creation and distribution of communications on CNI grant activities and issues as they relate to the neighborhood, including website and newsletters.
  • Build knowledge of appropriate community services and resources to make appropriate referrals for residents from the CNI neighborhood.
  • Finalize and track CNI neighborhood outcomes for reporting to HUD and the HACP’s CNI stakeholder networks.
  • Performs other duties as assigned.
