About the position

The Technical Expert II (TE II) is a child welfare subject matter expert working collaboratively with TEs and project leadership and is responsible for ensuring the design and delivery of training and technical assistance (T/TA) and deliverables for/with JBS projects and initiatives. The TE II may provide coaching and guidance for and with staff and consultants/collaborators in supporting and implementing effective, high-quality T/TA and communicate with the JBS client(s) per established project guidelines. The TE II may also be called upon to supervise project-affiliated JBS staff. The Tailored Services Coordinator (TS Coordinator) will lead a team of experts tasked with delivering tailored and effective technical assistance to public child welfare agencies aligned with the priorities of the Children's Bureau.

Responsibilities

  • Build and maintain a positive and effective team culture aimed at high-performance of a team comprised of staff matrixed from across multiple organizations
  • Act as a data-driven storyteller to inform the client, NCWCIA leadership, and other key stakeholders about the work of Tailored Services, including its successes and impact, efforts to continuously improve and problem solve, and efforts to advance and innovate in the delivery of technical assistance
  • Partner with internal NCWCIA teams and team leadership to ensure delivery of integrated services that are improved through continuous learning
  • Supervise staff and provide professional development to assigned staff
  • Engage in constructive and efficient client management through using clear and transparent communication, use of data to demonstrate needs or opportunities, and through building and maintain positive client relationships
  • Develop or adapt key tools for delivering services
  • Develop or adapt key protocols and practice guidance for services
  • Maintain responsibility for the team's delivery of technical assistance by maintaining a deep knowledge about the work of the team, the progress of technical assistance projects, and participate in breaking down barriers to success
  • Act as a leader within the NCWCIA team, raising opportunities for innovation or improvement in collective work
  • Maintain professional expertise in content area, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and share them with program area staff, other TEs, senior management, our clients, and other JBS staff as appropriate
  • Maintain communication with assigned project/client contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs; offering recommendations regarding effective T/TA approaches for grantees, topics for project meetings and/or workshops, and skilled consultants and presenters
  • Ensure T/TA activities carried out by TE II meet all contractual obligations and requirements of the client/contract
  • Manage, guide, and monitor the design and delivery of all TA; ensure all T/TA-related activities are documented in a timely fashion
  • Work with other TEs, the project's senior management team, and JBS clients to identify trends in T/TA needs, analyze which types of T/TA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance/outcomes
  • Identify issues and successes to ensure the transfer of lessons learned and increased efficiency in the delivery of T/TA
  • Collaborate with other TEs to support the exchange of information across all grantees served by the various projects
  • Contribute to the preparation and finalization of written deliverables, including site visit reports, meeting reports, technical documents, and other products as requested by clients
  • Guide and may manage assigned T/TA staff in carrying out the support and logistical activities required for delivering all types of T/TA and may supervise staff
  • Develop scopes of works for consultants and assist with recruiting and selection of consultants
  • May contribute to proposal preparation and business development activities

Requirements

  • Master's degree in relevant field
  • At least 15 years of relevant work experience
  • Demonstrated applied expertise in child welfare and related child, family and human services topic areas
  • Demonstrated expert-level subject matter expertise in public child welfare, the full continuum of child welfare practices, and topics related to prevention, safety, permanency, and child and family well-being
  • At least 3 years' experience managing the delivery of federally funded technical assistance in multiple states, regions or localities
  • At least 10 years' experience in public child welfare and/or child welfare technical assistance settings
  • Demonstrated knowledge of federal child welfare regulation and ability to transfer and apply that knowledge into the practice of technical assistance
  • Ability to transfer knowledge to various partners through coaching, mentoring, facilitation or other strategies
  • Ability to communicate clearly and succinctly in writing and verbal communications
  • Ability to make presentations that are engaging and interactive
  • Willingness to manage conflict with discretion and tact, and ability to honor many perspectives at once
  • Ability to keep teams motivated
  • Demonstrated capacity to act as a decision maker who knows when to raise issues and when to act directly
  • Ability to find efficiencies and seek opportunities to innovate or adapt to ensure quality and efficiency of services
  • English Fluency (oral and written)
