About The Position

The Child Welfare Division Director provides strategic leadership and administrative oversight of the child welfare services across Weld County, including the Greeley Campus, the Family Time Center and the Southwest Service Center. This position is responsible for ensuring compliance with federal, state and county regulations through both direct and indirect management of staff and programs. In addition to overseeing core child welfare operations, the Division Director may also lead programs and/or services aimed at strengthening families and reducing the need for out-of-home care. Success in this role requires working in close collaboration with partners, to ensure a coordinated approach to service delivery that promotes child safety, family well-being, and community engagement. As a key member of the Human Services leadership team, the Division Director fosters collaboration across all divisions, promotes operational excellence, and drives innovative solutions to complex challenges affecting children and families. The role requires strong critical thinking, independent judgment, and the ability to bring forward recommendations that enhance service delivery and organizational effectiveness. The Division Director serves as an active liaison between the Department of Human Services, the judicial system, and the broader community, promoting transparent communication, effective public relations, and responsive engagement with stakeholders. This position also plays a vital role in resolving community concerns and addressing child protection issues with professionalism and sensitivity. In addition to regular leadership responsibilities, the Division Director provides after-hours consultation as needed to support on-call emergencies and ensure timely responses to urgent child safety matters. This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act. Ideal candidate traits: 1. Primary office location is in Greeley, but employee may perform work at one of the other satellite offices when required. Reliable, predictable, attendance within designated scheduled hours. This position is in-person and has limited telework opportunities. Work may involve time away from a standard office environment, which may consist of driving to and from home visits and transporting children. Work may occur in situations in clients' homes, which could be considered a hostile or unsanitary environment. Some of the home visits may require police support.

Requirements

  • Bachelor's Degree from a higher education institution with course work related to the job responsibilities of child welfare casework. Course work examples can include and are not limited to, the development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques.
  • 8 years of full-time, professional, executive management experience in a public or private human services organization
  • 6 years of increasingly responsible professional work experience in a human services field.
  • Candidate must possess ability to keyboard at 40 words per minute.
  • Candidate must be willing to work evenings and weekends schedule to always ensure adequate supervision of FTC staff.
  • Candidate must possess the ability to enter data into several different computer programs.
  • Candidate must possess the ability to learn and apply new computer skills on a regular basis.
  • Candidate must have knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.
  • Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.
  • Candidate must possess the ability to write correspondence.
  • Candidate must possess the ability to effectively communicate in one-on-one and small group situations with parents, foster parents, relative care providers, and community partners.
  • Candidate must possess the ability to clearly articulate concepts, directives and goals to employees, professionals and state and community representatives.
  • Candidate must possess the ability to apply math concepts and calculations in the work environment.
  • Candidate must possess the ability to apply common sense to problem solve in a work environment.
  • Candidate must possess the ability to adapt to fast paced, high volume and ever- changing work environment and be able to handle high stress and conflict-filled situations while remaining calm and professional.
  • Candidate must be well versed in effective conflict resolution and possess ability to deescalate hostile situations.
  • Candidate must pass criminal background check prior to employment start date.
  • Candidate must pass Department of Human Services background checks prior to employment start date.
  • Candidate must pass a CBI/FBI fingerprint check prior to employment start date and will continue to be subject to CBI/FBI monitoring throughout employment.
  • Candidate must submit college transcripts prior to the first day of employment.
  • Must obtain Supervisor Certification through the State of Colorado within six months of hire and maintain Supervisor Certification annually.
  • Driving is essential in this position. Candidate must have a valid Driver’s License and Liability Insurance.
  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment.
  • This position is subject to a pre-employment drug screening.
  • Employment is contingent upon successfully passing the screening in accordance with Weld County policy.

Nice To Haves

  • Master's Degree in one of the human behavioral science fields and a bachelor’s degree in social work may substitute for one year of work experience.
  • Master's Degree in Social Work may substitute for two years of the required experience.

  • Monitors and evaluates workflow and program operations using data-driven insights, business insights, and knowledge of economic and regulatory conditions.
  • Strategically assigns and schedules work based on performance metrics, coverage needs, and program priorities to ensure timely and accurate service delivery.
  • Analyzes customer volume trends and adjusts staffing and work assignments to maintain efficiency and responsiveness.
  • Establishes and enforces standards for quality and quantity of work, ensuring consistency and excellence across all program areas.
  • Oversees random case reviews to ensure accuracy, compliance, and adherence to established standards and best practices.
  • Applies analytical skills to identify operational efficiencies and anticipate programmatic changes, leading to the development of policies and procedures to support effective implementation.
  • Formulates and presents recommendations to enhance service delivery, including alternative solutions to maintain continuity during funding shifts or policy changes.

  • Provides strategic leadership and oversight as a key member of the Child Welfare leadership team, fostering collaboration across supervisory staff to ensure the delivery of high-quality, integrated continuum of services that support child safety, family stability, and well-being.
  • Leads collaborative efforts across all DHS divisions, including Fiscal Services, Contract Management, Family Resources and other programmatic divisions, to develop and implement cost-effective strategies that align with budgetary goals, enhance operational efficiency, and support the delivery of integrated services to children and families.
  • Supports the Human Services Director with special projects, including legislative efforts, State Board engagement and in coordination with the County Board to advance policy priorities and strengthen service delivery across the department.
  • Builds and maintains strong relationships with partner agencies and community organizations by actively participating in boards, committees, workgroups, and outreach activities.
  • Serves as a visible and engaged representative of the department, fostering open communication to understand community needs, sharing resources, and promoting collaborative solutions to support children and families.
  • Serves as a key liaison between the Department and the judicial system, fostering effective working relationships with the courts while ensuring alignment with legal standards.
  • Collaborates closely with the Human Services Legal Division to maintain compliance with County, State, and Federal regulations, and to support the Child Welfare Division in navigating legal processes and requirements.
  • Facilitates RED Team and case transfer meetings as needed, particularly to support complex or high-risk cases requiring coordinated planning.
  • Actively participates in Family Team Meetings, Team Decision Making Meetings, and other case-related discussions to ensure collaborative, informed decision-making that prioritizes child and family well-being.
  • Leads the development, implementation, and evaluation of policies and procedures that promote high productivity, operational efficiency, and compliance with best practices.
  • Provides after-hours supervisory consultation as needed, ensuring timely and effective responses to child and youth safety concerns during evenings and weekends.
  • Understands and implements rules and regulations for Child Welfare organizations in Colorado outlined in the State of Colorado Department of Human Services Volume 7 guidelines.
  • Performs other duties as assigned.
