About The Position

Under the Supervision of the Child Support Services Supervisor, this position is responsible to interpret and then enter financial and non-financial court orders, reconcile maintenance and child support payments and arrears, and process all adjustments for Title IV-D of the Social Security Act cases and Non IV-D accounts. Research and distribute suspense funds daily. Produce and work reports as needed for collection and adjustment processing. Handle all financial inquiries by phone, in person or by correspondence. Revise/modify child support and medical support orders. Handle case load involving all Foster Care, and Kinship Care while complying with federal regulations, state laws and administrative laws. Prepare and work with all incoming bills and vouchers pursuant to county policy.

Requirements

  • High school diploma or equivalent.
  • A minimum of two (2) years of bookkeeping work experience and/or technical college training in bookkeeping, accounting, paralegal or related field.
  • Two years increasingly responsible office experience required, preferably in a child support, law or court-related area.
  • Ability to type and use computer programs required.
  • Must be a licensed driver and have access to an insured vehicle.

Responsibilities

  • Interprets and enters into the state-wide KIDS Information Data System (KIDS) computer system financial and non-financial court orders for new and modified court orders and makes any necessary debt adjustments.
  • Enter other state’s order in KIDS for pass-through.
  • Based on court orders, financial records and case assessment, adjusts financial records or, as appropriate, faxes adjustment requests to Wisconsin Support Collections Trust Fund (WISCTF) or Bureau of Child Support.
  • Enter aggregate orders in Foster Care and Kinship Care cases in a timely manner.
  • Investigates and manually allocates funds held in the KIDS system based on state and federal hierarchy guidelines per the Suspense report daily.
  • Responsible for reconciliation of funds transferred to WI SCTF.
  • Links participant/employer information in KIDS and produces & processes Income Withholding Notices, for collection of child support within 48 work hours.
  • Reconciles percentage expressed orders and performs audits of financial records at the direction of the assigned case Specialist or Attorney in a timely manner.
  • Prepare necessary paperwork and testify at court hearings when subpoenaed or otherwise requested by agency legal counsel.
  • When all debts determined satisfied in a case, refer for closure if appropriate.
  • Identifies, corrects and updates various interface demographic information between KIDS, CARES, Wisacwis, etc. and updates the KIDS system with data codes to allow proper distribution of child support.
  • Print and work financial related reports on a daily, weekly & monthly basis in a timely manner.
  • Work all work lists assigned on a regular basis.
  • Meet all timelines with work lists and reports in order to remain compliant and meet performance pursuant to state and federal requirements.
  • Prepare all legal documents pertaining to revision/modification of child support and medical support orders.
  • Gather all financial data necessary to prepare for legal process and pleadings of revision/modifications.
  • Verify all necessary documentation for court; including moving documents and service of process.
  • Provide technical support to economic support workers when requested.
  • Attend conferences and KIDS training sessions, WisLine Conferences, and meetings as assigned.
  • Train on Computer Based Training (CBT) when assigned.
  • Access internet/intranet relating to locating resources.
  • Review Bulletin Board in KIDS daily/weekly to remain informed of changes in automated system and other resources.
  • Respond to telephone calls, written correspondence following agency policies.
  • Interpret and update National Medical Support data in KIDS and provide customer copies or coverage start and end dates.
