About The Position

The Department of Health and Human Services Office of Economic Assistance is seeking a thoughtful and organized individual to join our Team as the Child Care Subsidy Fiscal Compliance Analyst. Under immediate to general supervision, the Fiscal Compliance Analyst, searches, compiles, summarizes, reviews, cross-checks, and analyzes records and data related to financial transactions, reimbursement claims, and/or related operations of an organization or business entity for compliance with established mandates. Provides technical assistance to clients, such as vendors, claimants, contractors, taxpayers, or the general public, about the regulations, processes, forms, and procedures of documenting transactions or cost/claim reimbursements and filing summaries or reports with the appropriate agency; performs related work as assigned. “You have the passion; we have the opportunities – let’s make a difference for Nebraskans” The Child Care Subsidy Fiscal Compliance Analyst job duties consist of:

Requirements

  • Post high school education or training in bookkeeping, accounting, or mathematics and at least two years of related experience; OR Bachelor’s degree with emphasis in accounting.
  • Knowledge of: financial reporting procedures and accounting principles and methods.
  • Ability to: calculate addition, subtraction, multiplication, division, percentage, and decimal computations; perform mathematical operations using fractions, discounts, interest rates, ratios, and proportions; communicate verbally and in writing with other agency staff and client representatives; apply principles of and perform basic level data analysis, and interpret instructions; exercise limited independent judgment and decisiveness in a variety of settings; use a variety of office equipment; handle occasional confrontational individuals within business situations.

Nice To Haves

  • Any combination of education, training and/or experience with Economic Assistance Programs, accounting or financial practices, report writing, determining overpayments or any similar work.
  • Previous experience with financial audits, financial investigations or investigative accounting.
  • Previous experience with claims processing or the Child Care subsidy program.
  • Experience with public policy or programs.

Responsibilities

  • Gathering data and requesting information to complete reviews as well as conduct interviews to gather information.
  • Review claims and determine correct payments to providers.
  • Use information to compile Excel spreadsheets, Databases; create correspondence, narratives, summaries
  • Complete detailed reviews of providers and/or clients receiving Child Care Subsidy funds.
  • Prepare report of findings and establish overpayments.
  • Determination of overpayments for reasons of errors, abuse or misuse of services, contract violations, etc.
  • Determine adjustments to the claims for services.
  • Prepares reports of findings and establishes case files with supporting documentation/evidence.
  • Represents the Department at administrative hearings and court proceedings regarding completed reviews.
  • Be able to apply DHHS rules and regulations and make determinations, using judgment and factual information to determine outcomes.
