JOB SUMMARY: The Child Care Enrollment Specialist (CCES) I/II is responsible for completing, receiving, processing and reviewing eligibility for the California Department of Education and Department of Human Services-CalWORKs I, II, III programs.

  • Enroll and recertify families in accordance with California Department of Education and Department of Human Services-CalWORKs I, II, III guidelines.
  • Interview clients to obtain information and documentation necessary to make eligibility and need determinations.
  • Provide technical assistance to child care providers and parents.
  • Maintain provider and family data files to ensure that all required documents are in file.
  • Use specific software programs to enter basic family demographic information, provider information, provider rate schedules.
  • Calculate family fees as indicated by the family fee schedule and inform clients of family fee policies and procedures as outlined in the Child Care Assistance Program Policy and Participation Handbook.
  • Provide guidance to families by telephone and walk-in on child care options by referring to Resource and Referral staff for child care referral service and counsel parents on seeking child care.
  • Provide follow-up on all child care referrals; serve as a liaison between parents and child care providers.
  • Interpret Title 22, Title 5 CalWORKs I, II, III, CAL-LEARN and Trustline regulations to parents and providers.
  • Submit monthly reports to management as required.
  • Participate in monthly family data file audit to ensure compliance.
  • Assist with outreach events and presentations to the community to promote child care services.
  • Perform other duties as assigned.
  • CCES I is an entry level position, and individuals are expected to advance to CCES II up on satisfactory performance and meeting the necessary requirements.
  • CCES II performs at an experienced level, may carry a greater workload, works independently or with little direct oversight, has advanced knowledge of CDSS eligibility guidelines. The CCES II may train new staff on State guidelines related to enrollment in collaboration with Child Care Supervisor. They may assist with analyzing, planning and implementing policies and procedures, track recruitment and enrollment trends, provide training related to enrollment systems and monitor compliance.
  • CCES I:
  • High school diploma (or equivalent); AND
  • One (1) year working experience in a customer service setting, preferably with low-income families
  • CCES II:
  • High school diploma (or equivalent); AND
  • Two (2) years' experience as a CCES I
  • OR
  • Four (4) years of experience in eligibility work responsible for enrolling families under similar Federal or State eligibility guidelines
  • Travel and attend out of area meetings and conferences as required per the funding source(s).
  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
  • Meet and maintain KCAO hiring requirements which include:
  • Criminal Record Clearance through the California Department of Justice, FBI and Child Abuse Centralized Index (CACI), National Sex Offender Public Website (NSOPW), and the California Sex and Arson Registry (CSAR) (Megan's Law).
  • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
