Join the Pima County Real Property Services Department as the Chief Real Estate Appraiser. This position is a dynamic employment opportunity where a candidate's real estate knowledge and skill can be employed for the appraisal, appraisal review, and general consultation for acquiring and disposing of real property or property rights on behalf of Pima County and the Pima County Flood Control District. The Chief Real Estate Appraiser will be responsible for writing formal appraisal reports, narrative appraisal reports, and producing review appraisal reports on complicated or sensitive projects regarding all types of real property to be used, acquired, sold, or leased by the County, including land, buildings, leaseholds, easements, groundwater rights, grazing leases, and rights-of-way. The role requires serving as the initial county contact with property owners from whom land or property is to be acquired, ensuring communication with property owners to assure a fair and reasonable award. The Chief Real Estate Appraiser will perform field and office work to collect real property ownership, market valuation, and cost data through document research, visual inspection of property, and personal contact with private parties and real estate agents. This position also involves researching and analyzing comparable recent sales, building costs, depreciation factors, income, and the highest and best use of property, as well as benefits or damages resulting from construction and operation of public improvements. In addition, the Chief Real Estate Appraiser will apply appraisal techniques, including income, cost, and market data appraisal methods to develop value analyses and cost estimates. The role includes establishing lease or rental terms for property owned by the county or for property the county wishes to lease, coordinating and reviewing contract appraisals, and preparing technical data and reports for submission in court cases, where the appraiser may also testify as an expert witness in condemnation cases. The position requires attending public meetings and project open houses to provide information to property owners and the public regarding the appraisal process, as well as assisting in the preparation of consultant appraisal contracts and training of professional appraisal and support staff.
