About The Position

PA Inclusive, a leader in inclusive disability services for people with intellectual and developmental disabilities, and Autism, in Eastern and Northeastern Pennsylvania, seeks its first Chief Operating Officer (COO). The organization is a family of 3 unique businesses, including the parent company, PA Inclusive, which is a provider agency with the Office of Developmental Programs IDD Waiver system in Community-Based programs and the Office of Vocational Rehabilitation in Pre-Ets and Adult Supported Employment Programs, Coffee Inclusive, a subsidiary agency that focuses on job training and employment for people with diverse abilities in a coffee shop/bakery social enterprise, and a soon to be launched Coffee Roasting social enterprise named Inclusive Grounds Coffee Roasting Company. Together, these 3 agencies work together to help people with IDD, Autism, and diverse abilities find real jobs in the community, and live inclusively in the community through community-based and person-centered support services. Headquartered in Pittston, Pennsylvania, the agency supports people with disabilities in 14 counties in Eastern and Northeastern Pennsylvania, and has 6 regional offices, including Pittston, Stroudsburg, Nesquehoning, Pottsville, Allentown, and Reading, PA. This newly created role will provide leadership and oversight to the operational and program side of the company, including bringing all program areas together, expanding and developing new programs, and overseeing and expanding Coffee Inclusive and Inclusive Grounds Coffee Company. The ideal candidate will have deep knowledge and experience in the IDD Waiver System, Office of Vocational Rehabilitation employment services, outcomes tracking, quality assurance, setting and holding staff accountable to deliverables, goal setting, demonstrated program development, solid financial growth and management experience, and a passion for helping people with disabilities live and work inclusively in the community. Celebrating its 11th year of service in 2025, the agency manages a budget of $6 million, a significant reserve account, and has expectations to significantly grow over the next 5 years. The agency is seeking a visionary leader who can manage a highly qualified management team to help bring them to the next level of service to people.

Requirements

  • Bachelor's degree in Social Work, Healthcare Administration, Business Administration, or a related field required; Master's degree preferred.
  • Minimum of 10 years of experience in a senior operations management role, preferably within a healthcare or social services setting that supports individuals with intellectual disabilities.
  • Ability to obtain state and agency-required employment certifications within 3-6 months of employment.
  • Relevant certifications (e.g., Licensed Social Worker, Healthcare Administrator) preferred.
  • Proven ability to lead, inspire, and manage a diverse team of professionals.
  • Strong understanding of operational best practices in a service delivery context.
  • In-depth knowledge of relevant local, state, and federal regulations.
  • Ability to manage budgets, financial reporting, and cost-control initiatives.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving skills.
  • Commitment to promoting the dignity, rights, and autonomy of individuals with intellectual disabilities.
  • Ability to work effectively in diverse cultural and social environments.
  • Proficient with Microsoft Office Suite and other computer skills.
  • Valid Driver's License and Clean Driving Record.
  • Ability to travel across service sites within Pennsylvania.
  • Occasional after-hours availability for emergencies or critical issues.
  • Must pass Child Abuse History and Criminal Record Check Clearances.
  • Must not be on excluded lists from State of PA Exclusion Lists for similar industries.

Responsibilities

  • Oversee daily operations of the organizations (PA Inclusive, Coffee Inclusive and Inclusive Grounds).
  • Ensure that services are delivered in accordance with best practices, organizational standards, and state/federal regulations.
  • Develop and implement operational policies and procedures that promote efficiency and quality of services.
  • Lead and manage a team of directors, managers, and regional managers, providing guidance, support, and professional development opportunities.
  • Set clear performance goals and expectations for departmental managers and hold them accountable for results.
  • Support staff with training and motivational tools that promote client success and programmatic best practices.
  • Foster a culture of continuous learning, collaboration, and employee development.
  • Collaborate with the CEO and executive team to develop and execute strategic plans that align with the organization’s mission and goals.
  • Identify opportunities for program expansion and service enhancement.
  • Analyze and monitor industry trends, regulatory changes, and competitive landscape to ensure the organization remains compliant and competitive.
  • Lead organization-wide operational effectiveness, optimizing processes, systems, and performance metrics.
  • Implement and maintain quality assurance programs to ensure the highest standards of care for individuals with intellectual disabilities.
  • Establish performance metrics and targets to monitor and evaluate operational performance.
  • Regularly review and analyze operational performance data to identify areas for improvement.
  • Ensure compliance with all relevant local, state, and federal regulations.
  • Oversee quality assurance and risk management frameworks.
  • Prepare and submit required reports to regulatory agencies.
  • Collaborate with the CEO and CFO/Finance team to develop and control budgets.
  • Monitor financial performance and implement cost-control measures.
  • Participate in funding and grant applications to secure financial resources for program operations.
  • Serve as a key representative for operations matters with external partners, state agencies, funders, and community stakeholders.
  • Lead HR operations: recruitment, retention, performance management, learning & development, compensation strategies.
  • Foster a culture of inclusion, trust, accountability, professional growth, and employee engagement.
  • Collaborate with finance, human resources, programs, marketing & development, and quality assurance departments.
