About The Position

The Chief Operating Officer (COO) of the Pennsylvania Health Insurance Exchange Authority (PHIEA) is responsible for overseeing core operational functions and advising the Executive Director on strategic priorities. This role focuses on enhancing operational effectiveness and efficiency through process improvements, team development, and vendor management, ensuring a high-performing operation that supports the organization's mission to improve healthcare access for the uninsured.

Requirements

• Eight years of professional experience in health coverage programs with direct experience in at least two of the following areas: policy, information technology, project management, or operations.
• Three years of managerial experience in policy, information technology, project management, or operations.
• Bachelor's degree or equivalent combination of experience and training.

Nice To Haves

• Experience with Pennie
• Experience with Affordable Care Act (ACA) federal or state-based exchanges and/or Health Insurance companies.

Responsibilities

• Oversee core Exchange operations functions.
• Advise the Executive Director on strategic and programmatic priorities.
• Improve operational effectiveness and efficiency through process improvement.
• Manage Information Technology, Policy, Operations, and Project Management teams.
• Ensure a positive and consistent end-to-end consumer experience.
