About The Position

Modern Technology Solutions, Inc. (MTSI) is seeking a Chief of Systems Engineering, Integration, and Test (SEIT) to deliver Defensive Cyber tools to the US Space Force. This role is responsible for ensuring requirements are continuously engineered, integrated, validated, and verified on an iterative, Agile basis. This position is in Colorado Springs, CO. Due to security requirements, work is required to be on-site in a government facility. The ideal candidate will combine deep cybersecurity expertise with strong systems engineering and integration test leadership experience to support diverse, complex, mission-critical environments. In addition, the ideal candidate will have experience as a Systems and Test Engineer in an Agile/DevSecOps environment, with expertise in translating requirements into Agile Epics, Features, and Stories, developing and executing automated, end-to-end and regression tests associated based on Definition of Done and Acceptance Criteria. We seek technical individuals who will thrive in a highly collaborative work environment of small teams, using the most modern tools and methodologies to tackle the challenges of integrating complex space and ground systems.

Requirements

  • Master's and 10+ years of experience, or Bachelors Degree and 18+years, in technical field, such as systems engineering, computer engineering, and computer science.
  • Experience in Systems Engineering, and Integration, and Test/Verification in an Agile environment; proven ability to rapidly take a product from concept/requirement to tested, released capability
  • Strong interpersonal skills, communication (oral and written), and presentation skills
  • Team leadership experience
  • Strong understanding of secure system architecture principles.
  • Active Top Secret clearance required, with SCI eligibility

Nice To Haves

  • Relevant certifications such as CISSP, CISM, Security+, CEH, or similar.
  • Experience in cybersecurity engineering, cyber designed/built in vs bolted on
  • Experience in DevSecOps environments.
  • Familiarity with containerization, cloud security, and zero-trust architectures.
  • Experience supporting large-scale enterprise or mission systems.
  • Experience with automated test frameworks and CI/CD pipelines.
  • Experience leading Agile Teams; Product Owner, Scrum Master, or Technical Lead
  • Experience integrating Contractor- or Government-developed software with COTS software/capabilities
  • Knowledgeable of Digital Engineering/Model-based Systems Engineering, experienced applying DE/MBSE in Agile environment
  • Experience/certification in Scaled Agile Framework (SAFe)
  • Knowledge and experience in Agile Development and collaboration tools (Jira/Confluence)
  • Experience working with or in DoD Developmental and Operational Test communities and processes

Responsibilities

  • Lead the development, allocation, and verification of Functional and Non-Functional (including interface and cybersecurity) requirements in alignment with DoD Systems Engineering guidance/process and NIST RMF, DoD 8500 series.
  • Serve as Chief Engineer/Architect on Agile Release Train (SAFe)
  • Lead SE team, including CM, MBSEs and Cloud Architects, and leverage MBSE models to maintain sound technical baseline/authoritative source of truth, and facilitate rapid/Agile architecture, design, development, build, test, and release
  • Serve as overall Test Lead; ensure Agile test cases prepare the system/product for Government DT and OT, and ensure DT/OT events are integrated into Product Increment (PI)/DevSecOps planning and execution
  • Perform system security architecture design and analysis for complex hardware/software systems.
  • Conduct threat modeling, risk assessments, vulnerability analysis, and mitigation planning.
  • Ensure cybersecurity considerations are integrated across system engineering processes (requirements, design, implementation, verification, and sustainment)
  • Develop and oversee integration test strategies, plans, procedures, and reports.
  • Interface with program management, system architects, developers, and external stakeholders; incorporate operator and stakeholder feedback into Requirements
  • Participate in design reviews, risk boards, and configuration control boards.
  • Identify technical risks and provide mitigation strategies.
  • Work with Technical Director and Government leadership to create long term roadmaps, lead the translation/decomposition into requirements/Agile Product Increment planning
