About The Position

The Chief of Police for the University of Pennsylvania Police Department (UPPD) is responsible for overseeing law enforcement operations, crime prevention, and safety education on and off-campus. Reporting to the Vice President for Public Safety, the Chief leads a team of 121 sworn officers and collaborates with various stakeholders to enhance community safety and security. This essential personnel role requires 24/7 availability for emergencies and involves strategic planning, budget management, and maintaining effective relationships with local law enforcement and community partners.

Requirements

  • Bachelor's degree in Criminal Justice, Public or Business Administration, or a related field.
  • Ten plus years of progressively responsible management experience in law enforcement.
  • Act 120 certification from a Pennsylvania municipal police academy or equivalent.
  • Valid driver's license and must be at least 21 years of age.

Nice To Haves

  • Master's degree in a related field.
  • Graduation from the Federal Bureau of Investigations National Academy or other senior supervisory schools.
  • Experience in community policing practices.

Responsibilities

  • Oversee the operations of the University of Pennsylvania Police Department (UPPD).
  • Provide leadership and supervision to 121 sworn MPO certified officers.
  • Interact daily with students, faculty, staff, and community leaders to enhance public safety.
  • Plan and manage all functions and operations of the Police Department.
  • Direct strategy for patrolling a 2.5 square mile patrol zone.
  • Ensure proper distribution of assignments and adequate staffing for the department.
  • Manage personnel functions including hiring, promotions, and training.
  • Control departmental budget and expenditures.
  • Maintain effective relationships with local, state, and federal law enforcement agencies.
  • Oversee a robust training program for department personnel.
