About The Position

California State University, San Bernardino is currently seeking a Chief of Police and Director of Public Safety. Candidates must minimally possess extensive supervision level experience in leading and managing a law enforcement workforce; Cal State is seeking an individual who is well-rounded, with experience in administration, investigations, and patrol. All candidates must possess current management and advanced California POST certifications or eligibility to attain them within 12 months of hire. Candidates from other states should consider the extensive California POST requirements for certification of experienced peace officers. A typical candidate will possess a bachelor's degree from an accredited college or university--with study in the areas of criminal justice administration, business administration, psychology, or a related field preferred--or an equivalent combination of education and management-level experience in an agency of similar size and complexity. A master's degree is desirable along with prior University law enforcement experience and knowledge of University regulations.

Requirements

  • Demonstrated proficiency in ability to effectively use common computer and technology programs and related computer software packages (e.g., Microsoft Office Suite, Zoom, etc.) in the course of assigned duties.

Responsibilities

  • Provide overall leadership and direction for all law enforcement operations on a 24/7, year-round basis, including patrol, investigations, crime suppression, and emergency response.
  • Enforce federal, state, and California State University regulations while establishing policies, procedures, and work methods.
  • Oversee departmental and state-mandated training programs for all sworn and civilian staff.
  • Direct operations of a 24-hour communications and dispatch center handling 911 and emergency calls.
  • Manage the department’s budget (approximately $3.8M), including General Fund, Foundation, Grant, and Parking Fund resources.
  • Oversee all personnel decisions, including hiring, development, and performance management, as well as departmental purchasing.
  • Promote a partnership policing philosophy through collaboration with campus leadership, academic units, and community stakeholders.
  • Lead campus public safety awareness and crime prevention initiatives and ensure compliance with federal and state crime reporting mandates.
  • Build and maintain relationships with media, community organizations, and local/state agencies; participate in campus and community committees.
  • Direct the campus Emergency Management Program, coordinating preparedness and response efforts for incidents such as natural disasters, public safety threats, and hazardous events.
  • Collaborate with internal departments and external agencies to develop emergency procedures and ensure effective response coordination.
  • Serve as Director of the Emergency Operations Center during activations and oversee emergency staffing and deployment strategies.
  • Coordinate fire prevention and response efforts with Facilities and local fire agencies; support delivery of emergency medical services in partnership with health and safety units.
  • Work closely with Environmental Health & Safety on compliance, hazard mitigation, and safety education programs; support regulatory committees as required.
  • Participate in campus CARE Team efforts, supporting crisis response and intervention for students, faculty, and staff.
  • Represent the university and/or Division of Administration and Finance on committees, at conferences, and in external engagements.
  • Serve as a first responder to medical, fire, and law enforcement incidents as needed, including outside normal working hours.
