Leads the operational efficiency of facilities, ensuring administration of Departmental policy, while maintaining a high level of service both to internal and external stakeholders and coordinating agency operations. Work of this class involve overseeing an entire division or unit

  • Executes strategic leadership and decision making to include driving, analysis, and coordination of capital and maintenance projects, leading initiatives in partnership with the Office of Budget and Finance and Property Management, and management of Building Operations, at the Department of Corrections.
  • Responsible for interpretation and application of current agency policies, directives, and procedures, designed to accomplish the mission of the agency.
  • Responsible for leading and managing of budget, fiscal responsibilities, and resource allocation, related to operations of all capital and maintenance projects, policies, procedures, partnerships, and units, for full cycle - discovery, initiation, planning, execution, and completion, while ensuring efficient timelines and strategic communication with Leadership peers and partners.
  • Understands prioritization and time management of projects and operational demands and is able to successfully balance and pivot assigned responsibilities and manage team(s)/stakeholders through this.
  • Drives and participates fully in identifying and balancing divisional priorities and changing policies and procedures.
  • Formulates metrics targeted to increase the effectiveness and efficiency of the building operations unit.
  • Manages a portfolio of projects by supervision of multi-team, strategic communication, and fiscal accountability, from initial proposal to predevelopment and completion, while driving negotiation, analysis, and compliance, to ensure success.
  • Responsible for management of risk associated with projects, while resolving issues that arise throughout life cycle of project(s).
  • Audits and tracks all aspects of projects ensuring accountability from suppliers, contracts, and partners.
  • Creates, sets, and measures comprehensive goals for teams, individuals, and projects, to ensure compliance and performance.
  • Formulates, executes, and controls operating, capital, grant and special budgets. Analyzes building operations expenses and other fiscal and budgetary data. Prepares and reviews budget requests, justifications, and related fiscal documents.
  • Directs and manages inspections and preventive maintenance on all facility equipment
  • Contributes to the implementation of new processes and procedures while maintaining policies and procedure documents.
  • Researches, analyzes, reports on a variety of informational, operational, and management issues while advising Director(s), Colonel, and Deputies regarding recommendations on resolution(s) of facility and property maintenance problems.
  • Analyzes and evaluates the effectiveness of agency policies, rules, operations, and methods.
  • Analyzes agency staffing requirements, work scheduling, equipment, and facilities.
  • Performs fiscal analyses of management proposals. Prepares and presents comprehensive reports and memorandums.
  • Performs other related duties as assigned.
  • Bachelor's Degree in Business Administration, Management, or related field from an accredited college or university.
  • Five years of experience performing professional, analytical, or budgetary functions and overseeing a unit or division, including three years of supervisory experience.
  • An equivalent combination of education and experience.
  • Thorough knowledge of the principles and practices of public administration and/or management, including the process of planning, organizing, staffing, directing, and controlling.
  • Thorough knowledge of the principles of accounting, budgeting, fiscal controls, and statistics.
  • Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations, and procedures.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to establish and maintain effective working relationships with county officials, community, and business groups.
  • Ability to analyze and improve operational processes.
  • Project management and leadership experience.

  • Managerial abilities.
  • Skills in negotiation to liaise with vendors, contractors, and other private businesses.
