About The Position

The Chief of Highway Maintenance Field Operations is responsible for overseeing the planning, organization, direction, coordination, and evaluation of statewide highway maintenance programs within the Department of Transportation. This role involves managing various operational elements, including property and fleet management, emergency responses, work zone safety, and budget oversight, while ensuring public safety and compliance with departmental policies.

Requirements

  • Bachelor's Degree in Civil Engineering, Transportation Systems Management, or Business Administration.
  • Considerable experience in a responsible administrative supervisory position involving large highway and bridge maintenance programs.
  • Thorough knowledge of highway maintenance principles, practices, methods, materials, and equipment.
  • Ability to inspect and evaluate road conditions and plan maintenance projects.
  • Strong communication skills, both orally and in writing.
  • Proficiency in Microsoft Word, Excel, and Outlook.

Responsibilities

  • Plan, organize, direct, coordinate, and evaluate staff engaged in highway maintenance field operations programs.
  • Develop and implement overall operations and processes for assigned programs and field operations districts.
  • Manage program elements including property and fleet management, communications, storm and emergency responses, and public safety.
  • Supervise staff engaged in roadway maintenance, traffic maintenance, bridge maintenance, and landscape programs.
  • Conduct inspections of state roads and traffic control devices, noting necessary repairs and maintenance work.
  • Prepare correspondence and reports on issues and concerns as needed; confer with staff for input and information.
  • Oversee staff in the procurement of equipment, goods, and services; maintain inventories and ensure proper maintenance.
  • Plan and direct response activities for emergency operations and incident management.
  • Attend meetings and serve on committees to share information and develop proposals.
