Specific Job Information: The Chief of Administration serves as one of the principal executive advisors to the Director, assisting with all upper-level administrative and management activities in conjunction with the Deputy Director, Chief of Conservation Policy, Chief of Operations, and Public Affairs Manager. This position specifically oversees and supervises the work of senior-level management in Budget, Operations & Financial Services, Information Technology Services, and Human Resources. This position is responsible for providing the backbone of support to a decentralized agency by directing the agency's fiscal management, information and technology services, human resource services, procurement, fleet and asset management, and the licensing of hunters, anglers, and recreationists. The position assists the Director in planning, budgeting, administrative management, information technology systems development and management, policy development, drafting legislation, personnel management, and providing leadership and direction for the activities of the agency. The Chief of Administration reports to the Director and performs duties as assigned by the Director. Knowledge, Skills and Abilities (Behaviors): Requires thorough knowledge of governmental budget, accounting, finance, and human resource principles, and a thorough knowledge of enterprise information technology service management, development, and application. Requires the ability to quickly learn the organizational relationships within the agency, as well as the relationships of the agency to the legislature, other governmental agencies, and the public. The position requires skills in relationship building, collaborative problem solving, and achieving consensus in groups with divergent interests. The position also requires the ability to identify, understand, and comply with the legal and policy standards applicable to the areas of operational responsibility assigned to it. Requires the ability to establish and maintain effective working relationships with agency employees, legislators, other governmental officials, and the public. Also requires demonstrated skill in oral and written communication, facilitation and negotiation, and sound personnel and program management practices. Minimum Qualifications (Education and Experience): The required knowledge and skills are typically acquired through a combination of education and experience equivalent to a bachelor's degree in Public Administration, Business Administration, Accounting, Finance, or Information Technology, or a related field that includes course work in fiscal management, information technology, personnel management, organizational theory, program planning, and evaluation. This position requires a minimum of 5 years of progressively more demanding executive-level administrative experience and a minimum of 10 years of supervision or team lead experience. Other combinations of education and experience may be considered on a case-by-case basis.
