About The Position

The position is located in the Counter-Terrorism Committee Executive Directorate (CTED) and the incumbent reports to the Executive Director/Assistant Secretary-General.

Requirements

  • A minimum of fifteen years of progressively responsible experience in human resources management, budget, public or business administration, or related field is required.
  • Experience working with United Nations main organs or their subsidiary bodies or comparable organs of other international organizations is required.
  • Experience in making public presentations is required.
  • Experience with the United Nations common system organization or other international multilateral organization is required
  • Demonstrated ability to provide seasoned, effective, specialized advice on a broad range of human resource, financial, budgetary, logistical, administrative, and safety and security areas to Head of Mission and senior staff
  • Proven ability to ensure adequate service levels with respect to all key administrative, financial, procurement and operational functions of CTED
  • Ability to ensure adequate preparation of reports and papers on administrative, financial or substantive matters
  • Demonstrated commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of CTED's work and operations.
  • Excellent analytical and drafting skills to organize and prepare an annual budget combined with the ability to present a budget before intergovernmental bodies and justify detailed requested expenditures.
  • Understands and applies all of the UN rules, regulations, policies and guidelines related to Special Political Missions, especially the financial and staffing rules and regulations of the Organization.
  • Supervises or monitors staff appraisal process, including informal arbitration of staff disputes, recruitment of all staff, work force planning, use of extra-budgetary funding and allocations, and other administrative functions.
  • Applies knowledge of international law/international relations and CTED substantive work on counter-terrorism activities to function as a senior manager, assign resources and staff as appropriate, to assume OIC responsibilities as needed, and represent CTED at international meetings, workshops or conferences.

  • Advanced university degree (Master's degree or equivalent) in law, political science, international relations, business or public administration, finance, human resource management or related areas is required.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Responsibilities

  • Contributes to the effective implementation of relevant Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2396 (2017), 2462 (2019), 2482 (2019), 2617 (2021), 2713 (2023) and other relevant resolutions on counter-terrorism and countering violent extremism conductive to terrorism
  • Contributes to the formulation of CTED's overall strategies and policies
  • Supports the CTC in the delivery of its mandated activities
  • As a member of the senior management team, represents the Executive Director at the inter- departmental level on all aspects of CTED's work as appropriate, assists the Executive Director in determining the budgetary priorities in line with CTED's annual programme of work
  • Coordinates management issues with the Executive Director and Head of the Assessment and Technical Assistance Office (ATAO)
  • As directed by the Executive Director, coordinates activities of CTED with members of the Security Council's Counter-Terrorism Committee, the wider United Nations membership and other United Nations departments and offices, as appropriate Assists the Executive Director in her functions and act as her representative when required
  • Provides leadership in change management programmes to respond to new mandates, programmes, technologies or organizational restructuring
  • Provides strategic leadership and direction for CTED's human, financial, and risk management frameworks, ensuring that staffing structures, talent development, and internal controls are aligned with organizational priorities and designed to mitigate operational and compliance risks
  • Develops work force planning strategies and succession plans based on organizational trends and changing programme needs, forecasting and evaluating options, particularly in terms of resource implications
  • Oversees the formulation, implementation, and monitoring of CTED's budget, ensuring effective resource allocation, financial integrity in planning and execution, while advising senior management on short-, medium- and long-term financial sustainability
  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy-making organs, as appropriate
  • Provides strategic policy guidance on the dissemination of information to the public regarding the Committee and CTED's work by conducting high-level speaking engagements
  • Supervises logistical support for CTED missions to Member States or CTED co-hosted workshops and special meetings of the Committee outside of Headquarters
  • Strengthens organizational performance, governance, and knowledge management systems by promoting innovation in administrative processes, digital recordkeeping, and information security, embedding risk-aware practices in data governance and decision-making processes
  • Supervises the editorial work in CTED and the quality of documentation
  • Provides strategic oversight for the integration of risk management into programme delivery to safeguard mandate implementation and ensure timely, high-quality outputs
  • Reviews work programmes and prepares e-PAS documents for members of the branch of the information and administrative office
  • Fosters teamwork and open communication among staff in CTED and across its structural and organizational boundaries.
