About The Position

The Mechanical Inspector is responsible for leading, supervising, and coordinating all mechanical inspections within the jurisdiction to ensure compliance with the Florida Mechanical Code, applicable energy and ventilation codes, and local amendments. This position serves as the primary authority on mechanical code enforcement, plan review, and inspection procedures, providing expert-level guidance to staff, contractors, design professionals, and the public. The Mechanical Inspector plays a key role in code administration, staff development, and quality control, while maintaining regulatory compliance in alignment with state and local requirements.

Requirements

  • Must be certified or eligible for certification by the Miami-Dade County Board of Rules and Appeals (BORA) as a Chief Mechanical Inspector in the mechanical/HVAC discipline.
  • Must possess or be eligible for a State of Florida Mechanical or HVAC Contractor License.
  • Must hold valid State of Florida certifications as both Mechanical Plans Examiner, and Mechanical Inspector, issued through the Building Code Administrators and Inspectors Board (BCAIB).
  • Minimum of five (5) years of progressively responsible experience in mechanical inspection, HVAC installation or service, mechanical code enforcement, or mechanical contracting, with at least some of that experience in a supervisory or administrative capacity.
  • In-depth knowledge of Florida Mechanical Code (FMC), Florida Building Code (FBC), relevant codes for energy, ventilation, indoor air quality, and local amendments (including Miami-Dade County Chapter 8).
  • Must hold at least one of the following professional licenses or credentials (or equivalent as recognised by BORA or applicable local code): Registered Professional Engineer (Mechanical discipline) - State of Florida, Registered Architect - State of Florida, Licensed Mechanical Contractor - State of Florida or Miami-Dade County, Licensed Plans Examiner and Standard Inspector - State of Florida or Miami-Dade County.
  • Ability to interpret and apply complex codes, resolve disputes, and provide authoritative guidance on mechanical systems compliance.
  • Must maintain continuing education and all required certifications in accordance with BORA and State of Florida regulations is preferred.
  • Prior experience working within Miami-Dade County jurisdiction, including familiarity with local permitting, code enforcement, and inspection systems is preferred.
  • Experience with digital permitting and inspection management systems.
  • Strong communication and conflict-resolution skills in a regulatory or customer service environment.
  • Must possess a valid Florida driver's license with a clean driving record.
  • Must pass a background screening process.

Nice To Haves

  • Prior experience working within Miami-Dade County jurisdiction, including familiarity with local permitting, code enforcement, and inspection systems is preferred.
  • Experience with digital permitting and inspection management systems.

Responsibilities

  • Direct and supervise the daily operations of mechanical inspection staff, ensuring timely and accurate inspections of HVAC systems, mechanical equipment, and related building systems.
  • Interpret and enforce the Florida Building Code, Florida Mechanical Code, and local codes, including energy, ventilation, and life safety requirements.
  • Review mechanical plans, specifications, and permit applications to verify code compliance and technical accuracy.
  • Perform complex or high-level mechanical inspections as necessary, particularly those requiring expert analysis or resolution.
  • Advise contractors, engineers, architects, and the general public on mechanical code provisions, permitting requirements, and acceptable construction practices.
  • Oversee staff performance, scheduling, training, and continuing education to ensure consistent code enforcement and professional development.
  • Serve as the technical authority on code interpretations and mechanical systems enforcement for the jurisdiction.
  • Ensure compliance with BORA and State of Florida certification and re-certification requirements.
  • Maintain accurate records, reports, and documentation in accordance with departmental policies and regulatory mandates.
  • Collaborate with other departments and agencies to coordinate inspections, resolve code conflicts, and streamline operations.
  • Represent the jurisdiction at hearings, appeals boards, industry meetings, and code development forums.
  • Monitor updates to applicable codes, standards, and technologies, and implement changes to inspection protocols as needed.
  • Perform related duties as assigned.
