In this role, you will lead the technology systems and talented team that power our games, support our retail network, and help generate vital funding for Washington communities. This unique role offers a rare blend of creativity and innovation typically associated with the private sector, paired with the mission-driven focus and work-life balance that comes with public service.  As the Director of Information Services (CIO), you'll oversee all aspects of information technology and shape the agency's technology strategy. From strategy and cybersecurity to infrastructure, applications, and data management; you'll guide the teams responsible for the systems that connect hundreds of retailers and millions of players across the state, ensuring security, reliability, and innovation in every transaction.  If you're energized by complex challenges, eager to push technology forward, want to be on a fun and dedicated team, and motivated by the chance to make a real impact, this role offers a platform to do your best work.

Requirements

  • Experience within the information technology (IT) field, including oversight and supervision of IT professionals and operations.
  • Technical experience in one or more of the following IT functional areas: application development, architecture, business analysis, customer support, data management, network and telecommunications, policy and planning, project management, quality assurance, security, systems administration, and vendor management.
  • Demonstrated ability to apply advanced management principles to plan, direct and implement major IT initiatives on time and within budget.
  • Experience leading complex projects or programs that involve cross-functional teams, strategic planning, resource management, and measurable business outcomes.
  • Experience managing organizational change, including applying strategic, long-range planning to establish organizational direction and achieve goals. The ability to lead and energize staff through large scale, systemic change to reach a common goal.
  • Demonstrated strong leadership and administrative skills with ability to motivate, inspire, and direct others.
  • Demonstrated ability to effectively communicate IT priorities clearly in "user-friendly" terms at all levels of the organization and to all interested parties.
  • Ability to communicate effectively in both verbal and written formats, with experience engaging executive-level and stakeholders. Clearly present complex ideas, findings, and data in concise and understandable ways both in oral and written formats such as through reports, presentations, and discussions.
  • Demonstrated ability to manage, coach, mentor, inspire and motivate staff and others to accomplish the administration's mission and goals by providing clear direction and positive interpersonal influence.
  • Ability to actively contribute to a work environment that embraces diversity and uses diverse perspectives to help achieve organizational goals.

Nice To Haves

  • Comprehensive knowledge of data processing methods, computer software systems, system design and development, business process analysis, and IT infrastructure management.
  • Experience providing management and oversight of budgets.
  • Bachelor's degree in business or computer science or allied field.
  • Information technology policy- Expert knowledge of state and federal IT and HIPAA regulations, and other pertinent privacy and security rules.
  • Ability to evaluate technology decisions for equity impact (e.g., algorithmic bias, data privacy risks, automation impacts).
  • Experience with equitable use of data, ethical AI frameworks, and inclusive system design.

Responsibilities

  • Collaborating with other senior managers to provide advice, direction, cross-program continuity, and unity of approach on all department programs.
  • Planning, leading, organizing, and controlling the work performed by Information Services staff.
  • Providing leadership and training to identify improvement opportunities and encourage innovation.
  • Managing vendor contracts and relationships with technology vendors and Washington Technology Solutions (WaTech).
  • Establishing priorities, procedures, controls, divisional structure, objectives, and staff assignments.
  • Developing and administering the Information Services budget.
